Job Overview:
The Country Security Specialist (CSS) position is crucial for overseeing security programs at the World Bank Group's International Bank for Reconstruction and Development (IBRD) and International Finance Corporation (IFC) offices in Nigeria. The CSS will be stationed in the Country Office in Lagos and will report to the Manager based in Nairobi, Kenya, receiving guidance from the Senior Security Specialist for the Central Africa Region. This role involves advising and consulting with management on security matters, ensuring the safety of staff and operations, and may require providing backup support to other Country Security Specialists in the region. The CSS will be expected to be on-call for emergencies and may need to travel on short notice, emphasizing the importance of flexibility and readiness in this role.

Duties and Responsibilities:
The Country Security Specialist will have a comprehensive set of responsibilities, including but not limited to:
  • Assisting in the development and management of security programs, ensuring preparedness for security incidents and disasters.
  • Conducting security risk assessments and managing physical security systems, including video surveillance and access control.
  • Providing technical security advice for existing and potential new office facilities.
  • Monitoring residential security for international staff and advising on security arrangements for various locations.
  • Liaising with host government security officials and establishing a network of contacts for effective security management.
  • Preparing security advisories and conducting security awareness training for staff.
  • Coordinating contingency planning and crisis management efforts, including maintaining emergency contact systems.
  • Overseeing protective operations and ensuring appropriate security measures for visiting officials and events.
  • Managing guard force contracts and providing 24-hour emergency security support to the Country Office and staff.

Required Qualifications:
Candidates must possess a Master's degree with at least five years of relevant experience, or a Bachelor's degree combined with seven years of qualifying experience. Alternatively, a career-level diploma from a military or police institution, along with seven years of security experience, may be accepted in lieu of a Bachelor's degree. Additionally, candidates should have five years of progressive experience in security program management, preferably within an international or diplomatic organization. Proficiency in Microsoft Windows applications, particularly Excel, Word, and PowerPoint, is required, along with proven proficiency in English. Candidates must also demonstrate the ability to operate effectively in a multicultural environment and build strong working relationships across the organization.

Educational Background:
The educational requirements for this position include a Master's degree in a relevant field, such as security management, international relations, or a related discipline. A Bachelor's degree may be accepted if accompanied by sufficient relevant experience. Candidates with a career-level diploma from a recognized military or police institution may also qualify, provided they have the requisite years of security experience. Continuous professional development in security-related fields is encouraged and may enhance a candidate's suitability for the role.

Experience:
The position requires a minimum of five years of progressive experience in security program management, ideally within an international or diplomatic context. Candidates should have a strong background in security program delivery and project implementation, particularly in the geographic area of responsibility. Experience in high-risk environments and familiarity with security protocols and procedures are essential for success in this role.

Languages:
Proficiency in English is mandatory for this position, as it is the primary language of communication within the World Bank Group. While additional languages may be beneficial, English proficiency in speaking, reading, and writing is essential for effective communication and reporting.
