Job Overview: The Programme Management Officer position is crucial for supporting the Senior Management Team within the UN Environment Programme's Executive Office. The incumbent will be responsible for providing secretariat functions, which include identifying priorities and issues, preparing agendas and minutes for meetings, and supervising the preparation of relevant documentation. The role also involves developing, implementing, and evaluating assigned programmes and projects, monitoring their progress, and ensuring that corrective actions are initiated when necessary. The officer will conduct research and analysis, coordinate policy development, and generate survey initiatives to gather data for informed decision-making. Additionally, the position requires organizing written outputs, providing substantive backstopping for meetings and conferences, and coordinating outreach activities, including training workshops and presentations. The Programme Management Officer will also be responsible for budget-related activities, including preparing financial statements and progress reports, and analyzing data to identify trends that support data-driven planning and reporting.
Duties and Responsibilities:
Provide secretariat functions to the Senior Management Team, including preparing agendas and minutes for meetings and retreats, and supervising documentation preparation.
Develop, implement, and evaluate assigned programmes/projects, monitoring their development and implementation, and initiating corrective actions as needed.
Conduct consulting assignments by planning and facilitating workshops and assisting clients in developing action plans.
Research, analyze, and present information from diverse sources.
Coordinate policy development, including reviewing issues and trends and preparing evaluations or research studies.
Generate survey initiatives, designdata collection tools, and analyze responses to prepare conclusions.
Organize and prepare written outputs, such as background papers and sections of reports.
Provide substantive backstopping for meetings and conferences, including proposing agenda topics and preparing documents.
Initiate and coordinate outreach activities, conduct training workshops, and make presentations. 1
Collect and analyze data to identify trends and provide insights through data visualization methods. 1
Perform other duties as required.
Required Qualifications: Candidates must possess a strong understanding of theories, concepts, and approaches relevant to policy and project development, outreach activities, and meeting support. They should have the ability to identify and analyze issues, conduct data collection, and apply judgment in various contexts. Professionalism, effective communication skills, and the ability to work collaboratively in a team environment are essential. The candidate should demonstrate the ability to plan and organize work efficiently, adjusting priorities as necessary, and foreseeing risks in planning.
Educational Background: An advanced university degree (Master’s or Doctorate degree, or equivalent) in business administration, management, economics, international relations, or a related field is required. Alternatively, a first-level degree (Bachelor’s degree or equivalent) in the specified fields with two additional years of relevant work experience may be accepted in lieu of the advanced degree. Successful completion of degree and non-degree programs in data analytics, business analytics, or data science is desirable.
Experience: A minimum of seven years of progressively responsible experience in project or programme management, research, and analysis in the environment or related area is required. At least five years of experience at the international level is necessary, with experience in the international environmental governance system being desirable. Working experience within the UN system or a similar international organization is also preferred, along with experience in assisting senior managers in the front office and technical writing on environmental topics.
Languages: Fluency in English is required for this position, as it is one of the working languages of the United Nations Secretariat. Knowledge of another official United Nations language, such as French, is desirable. Fluency is defined as a rating of 'fluent' in all four areas (reading, writing, speaking, understanding), while 'knowledge of' indicates a rating of 'confident' in two of the four areas.
Additional Notes: The appointment for this position is for an initial period of one year and may be subject to extension based on the continued existence of the mandate and availability of funding.
