Job Overview:
The consultant will conduct a comprehensive analysis of the health sector budget in Djibouti, focusing on the rights of persons with disabilities. This role is crucial in ensuring that the commitments made by Djibouti under international human rights instruments are met, particularly regarding the right to health and the inclusion of disabled individuals in legislative and budgetary processes. The consultant will be responsible for preparing an initial report, organizing stakeholder consultations, and conducting a thorough review of existing laws and policies related to health and disability. The position requires a proactive approach to engage with various stakeholders, including government entities, civil society organizations, and the UN country team, to assess the current state of budgetary allocations and their alignment with human rights obligations. The consultant will also be expected to provide recommendations based on their findings to enhance the integration of disability rights into health policies and budgets.

Duties and Responsibilities:
  • Prepare an initial report and a data toolkit to be submitted two weeks after contract signing.
  • Organize a roundtable to launch the project and inform relevant stakeholders.
  • Conduct documentary research focused on laws, policies, and budgets of the health sector to analyze the extent of inclusion of disability needs in budget allocations.
  • Perform a human rights-based budget analysis of the health sector, emphasizing persons with disabilities for the period 2019-2025, to be completed within 30 days after the initial report is validated.
  • Organize interviews and group discussions with persons with disabilities and relevant stakeholders, such as civil society organizations, UN country team, ministries, and community leaders, to assess their participation in the budgeting process and whether their needs are considered.
  • Prepare a draft final report that includes an analysis of documentary research, budget analysis, stakeholder consultations, recommendations, and a summary for review by the steering committee.
  • Finalize the report considering feedback from the steering committee and present it for validation by key stakeholders within two weeks of receiving comments.
  • Present findings to relevant stakeholders, including the government and civil society organizations, in a validation workshop followed by the presentation of the final project.
  • Integrate feedback from stakeholder consultations to finalize the report. 1
  • Undertake any other tasks as assigned.

Required Qualifications:
A Master's degree in a relevant field such as human rights, political affairs, law" style="border-bottom: 1px dotted #007bff !important;">international law, or economics is required, along with a strong understanding of human rights, budgeting, development, and the UN guiding principles of leaving no one behind and a rights-based approach. A minimum of 2 years of professional experience in human rights and economic policy, including budget analysis, or a related field is required. Experience conducting research in similar contexts using qualitative and quantitative research methodologies is also necessary. Desirable qualifications include a good understanding of macroeconomic analysis and fiscal policy in Africa, experience working on initiatives to promote and protect the rights of persons with disabilities, and knowledge of UN programming processes and guiding principles.

Educational Background:
Candidates must possess a Master's degree in a relevant discipline such as human rights, political science, international law, or economics. This educational background should provide a solid foundation in understanding the complexities of human rights issues, particularly as they relate to economic policies and budgeting.

Experience:
The position requires at least 2 years of professional experience in the field of human rights and economic policy, particularly in budget analysis or a closely related area. Candidates should have a proven track record of conducting research and analysis in contexts similar to that of Djibouti, demonstrating the ability to apply both qualitative and quantitative research methodologies effectively.

Languages:
Fluency in French, both spoken and written, is mandatory for this position. Knowledge of English is considered an asset, as it may facilitate communication with a broader range of stakeholders and enhance the consultant's ability to engage in international discussions.
