Job Overview:
The Chief of the Strategic Planning and Monitoring Unit is responsible for leading the unit within the Management Advisory and Compliance Service Division of UN-Habitat. This position involves advising on strategic and policy matters related to the organization's objectives, managing results-based programs, budgets, and resource mobilization efforts. The role includes developing and coordinating the strategic plan and results framework, identifying growth potential, and addressing emerging urbanization issues. The Chief will also oversee the unit's work program, ensuring high-quality outputs and compliance with UN standards, while providing guidance and support to senior management and intergovernmental bodies.

Duties and Responsibilities:
The Chief will provide policy guidance to senior management, coordinate multi-year strategic plans, develop results frameworks, and create monitoring and review frameworks for the strategic plan. Responsibilities include managing the work program of the Strategic Planning Unit, preparing position papers and reports for intergovernmental bodies, ensuring high-quality outputs, preparing budgets, recruiting staff, and fostering teamwork. The Chief will also represent the organization at inter-agency meetings, participate in discussions with other institutions, and perform other related duties as required.

Required Qualifications:
Candidates must possess a strong understanding of strategic planning, policy analysis, and socio-economic development. They should demonstrate the ability to produce high-quality reports, apply UN regulations, and manage diverse projects. The role requires excellent communication skills, professionalism, and the ability to lead and manage performance effectively. Candidates should also have a commitment to gender balance and inclusivity in staffing.

Educational Background:
An advanced university degree (Master's degree or equivalent) in business or public administration, finance, accounting, law, urban planning, or a related area is required. A first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of the advanced degree.

Experience:
A minimum of ten years of progressively responsible experience in administration, budget, finance, human resources management, or a related field is required. Additionally, candidates should have at least ten years of experience in socio-economic development, strategic planning, and policy analysis. Experience in preparing institutional strategies and conducting presentations to senior officials is desirable.

Languages:
Fluency in English is required for this position, as it is one of the working languages of the United Nations Secretariat. Knowledge of another UN official language, such as French, is desirable but not mandatory. Fluency is defined as a rating of 'fluent' in all four areas: reading, writing, speaking, and understanding, while knowledge is defined as 'confident' in two of the four areas.
