Job Overview:
The Analyst, Cost Management FP&A, plays a crucial role in the financial planning and analysis (FP&A) function of the EBRD, specifically focusing on cost management business partnering across various departments. This position is integral to the Cost Management team, which is responsible for establishing and monitoring the Bank's administrative and capital expenditure budgets. The Analyst will work closely with the Principal, Cost Management, to provide support in challenging and advising budget holders on their budget utilization, preparing resource proposals, and conducting specific analyses as required. The role involves detailed expenditure analysis as part of the annual budget process, productivity analysis, and monitoring budget execution. The Analyst will also contribute to the preparation of key Bank documents for senior management and the Board, ensuring compliance with relevant policies and procedures related to resource management.

Duties and Responsibilities:
The Analyst will be responsible for actively monitoring the business plan and budget execution for assigned departments, providing direct support to budget holders, and ensuring adherence to budgetary guidelines. Key responsibilities include capturing cost management information for the Strategy Implementation Plan (SIP) process, advising budget holders, attending meetings on behalf of the Principal, and providing resource analysis for senior management. The Analyst will also monitor and report expenses against budgets monthly, conduct regular forecasts, and track agreements to address any deviations. Additional duties include reviewing staff costs, tracking contingency budget utilization, analyzing productivity across teams, and supporting the training of Budget Officers. The role may also involve ad-hoc analysis and financial modeling to support strategic decisions, with the understanding that the job description is not exhaustive and may evolve based on business needs.

Required Qualifications:
Candidates must be qualified accountants or CFA qualified, with relevant practical experience in finance. A strong accounting knowledge and financial background are essential, along with excellent numeric and analytical skills. Attention to detail and the ability to maintain accuracy under tight deadlines are critical, as are strong organizational skills. Proficiency in IT systems, particularly accounting packages and Excel for modeling, is required. The role demands excellent interpersonal skills for effective teamwork and communication with various internal stakeholders, as well as strong written and oral communication skills in English.

Educational Background:
A degree in finance, accounting, or a related field is required. Professional qualifications such as ACA, ACCA, or CFA are highly desirable, reflecting a strong foundation in financial principles and practices that are essential for the role.

Experience:
The position requires a solid level of experience in finance, particularly in cost management and financial analysis. Candidates should have a proven track record of working in a financial environment, demonstrating the ability to engage with budget holders and provide insightful analysis to support decision-making processes. Experience in a similar role within an international organization or financial institution would be advantageous.

Languages:
Fluency in English is mandatory, as it is the primary language of communication within the organization. Knowledge of additional languages, particularly those relevant to the EBRD's operational regions, would be considered a valuable asset, enhancing the candidate's ability to engage with diverse stakeholders.
