Job Overview:
The Programme Management Officer position is situated within the Regional Office for Africa in Nairobi. The incumbent will work under the direct supervision of the Programme Management Officer and the overall guidance of the Senior Human Settlements Officer responsible for the Southern Africa Sub-Regional Hub. This role encompasses a wide range of responsibilities related to programme and project management, requiring the incumbent to independently manage and implement complex departmental initiatives throughout all phases of the programme/project cycle. The officer will be expected to prepare budget revisions, allocate resources, and evaluate financial trends while also conducting research and analysis on various programmes and projects. The position demands a proactive approach to monitoring and evaluating implementation activities, ensuring compliance with guidelines, and facilitating communication among diverse organizational units. The officer will also be responsible for drafting reports, managing databases, and providing training and guidance to colleagues in the field, thereby playing a crucial role in the overall success of UN-Habitat's initiatives in the region.

Duties and Responsibilities:
The duties and responsibilities of the Programme Management Officer include:
  • Providing comprehensive programme/project management and implementation assistance throughout the programme/project cycle for complex departmental initiatives.
  • Preparing periodic budget revisions and ensuring proper resource allocation while reconciling accounts and evaluating financial trends.
  • Conducting research and analysis on various programmes/projects, summarizing findings, and presenting data to relevant parties.
  • Tracking legislative decisions affecting programme/project content and overseeing the preparation of relevant databases.
  • Reviewing and appraising submissions for substantive programmes/projects, ensuring compliance with guidelines and objectives.
  • Collaborating with funding agencies to arrange financing modalities and establishing monitoring systems for scheduled reporting and review meetings.
  • Drafting budget inputs and preparing monitoring checklists to track programme/project development stages.
  • Monitoring budgetary commitments and preparing periodic budget revisions.
  • Drafting inputs for various documents, reports, and correspondence. 1
  • Serving as a focal point for coordination and monitoring of implementation activities, participating in evaluations, and liaising with organizational units. 1
  • Preparing standard terms of reference, obtaining clearances, and resolving administrative issues related to project implementation. 1
  • Arranging formal project closures, final budget revisions, and distribution of final reports. 1
  • Providing secretariat services to committees and drafting meeting minutes. 1
  • Undertaking field missions to support programme/project activities. 1
  • Establishing internal databases and managing relevant data and information. 1
  • Providing guidance and training to colleagues in various programme management systems. 1
  • Supervising junior programme management assistants and supporting grantor management processes. 1
  • Assisting with data collection, analysis, and preparation of presentations and reports. 1
  • Updating information materials such as web pages or brochures. 2
  • Performing other related duties as assigned.

Required Qualifications:
The required qualifications for the Programme Management Officer position include:
  • A minimum of ten (10) years of experience in programme or project administration, budget and finance, human resources, or a related area.
  • For candidates with a first-level university degree or higher, the minimum experience requirement is reduced to eight (8) years.
  • Experience with an Enterprise Resource Planning (ERP) system, such as Umoja, particularly in grants and grantor management, is desirable.
  • Experience in the United Nations system or a similar international organization is also desirable.
  • A minimum of one (1) year of experience in data analytics or a related area is desirable.

Educational Background:
The educational background required for this position includes the completion of a high school diploma or equivalent. There are no specific job-related qualifications mentioned beyond this requirement.

Experience:
The position requires a significant level of experience, specifically a minimum of ten (10) years in relevant fields such as programme or project administration, budget and finance, or human resources. This requirement is reduced to eight (8) years for candidates who possess a first-level university degree or higher. Experience with ERP systems, particularly in grants management, is also highly valued, along with familiarity with the United Nations system or similar international organizations.

Languages:
Fluency in oral and written English is required for this position, as English and French are the working languages of the United Nations Secretariat. Knowledge of another official United Nations language is considered desirable. Fluency is defined as a rating of 'fluent' in all four areas (reading, writing, speaking, understanding), while knowledge is rated as 'confident' in two of the four areas.
