Job Overview:
The position of Implementing Partner for Community Disaster Risk Reduction (DRR) in Informal Settlements in Homs and Aleppo is a critical role within the framework of UN-Habitat’s Integrated Post-Earthquake and Early Recovery Project. This project was initiated in response to the devastating earthquake that struck in February 2023, significantly impacting informal settlements in the targeted areas. The primary focus of this role is to enhance community resilience by improving local preparedness and response capabilities for future disasters. The Implementing Partner will be responsible for assembling and training a team of volunteers who will act as Community-Based Disaster Risk Management (CBDRM) trainers. These trainers will then be tasked with educating additional volunteer groups at the neighborhood level, ensuring a broad-based approach to disaster risk management. The role requires close collaboration with local stakeholders, municipal authorities, and directorate staff to ensure that all activities align with UN-Habitat’s recovery plans and project timelines.

Duties and Responsibilities:
The Implementing Partner will have a comprehensive set of duties and responsibilities, including but not limited to: assembling and training a team of volunteers to serve as CBDRM trainers; coordinating the implementation of Hazard, Vulnerability, and Risk Assessments in the neighborhoods of Al-Bayada in Homs and Al-Fardos in Aleppo; developing neighborhood-specific disaster risk management plans tailored to the unique needs and risks of each area; leading awareness campaigns focused on disaster risk reduction; ensuring that all training materials and outputs are shared with UN-Habitat; and aligning site selection with UN-Habitat’s recovery plans. The Implementing Partner will also be expected to adhere to established project timelines and maintain effective communication with all stakeholders involved in the project.

Required Qualifications:
Candidates for this position should possess a strong background in disaster risk management, community engagement, and training facilitation. They should demonstrate experience in working with local communities, particularly in informal settlements, and have a proven track record of successfully implementing community-based projects. Strong organizational and communication skills are essential, as well as the ability to work collaboratively with diverse stakeholders. Familiarity with UN-Habitat’s mission and objectives will be an advantage, as will experience in conducting risk assessments and developing disaster management plans.

Educational Background:
A relevant educational background is required for this position, typically including a degree in disaster management, urban planning, social sciences, or a related field. Advanced degrees or specialized training in community development or emergency management may be preferred. Candidates should also have a solid understanding of the principles of sustainable development and urban resilience.

Experience:
The position requires candidates to have substantial experience in disaster risk reduction and community engagement, ideally with at least 3-5 years of relevant work experience in similar roles. Experience working in post-disaster recovery contexts, particularly in Syria or similar environments, will be highly regarded. Candidates should also have experience in training and capacity building within communities, as well as familiarity with participatory approaches to project implementation.

Languages:
Fluency in English is mandatory for this position, as all proposals and communications will be conducted in English. Knowledge of Arabic is highly desirable, given the local context and the communities involved in the project. Additional language skills may be considered an asset, particularly if they relate to the communities served by the project.

Additional Notes:
This position is expected to be a full-time role, with a contract duration aligned with the project timeline. The Implementing Partner will be responsible for ensuring that all activities are conducted in accordance with UN-Habitat’s guidelines and standards. Compensation and benefits will be commensurate with experience and in line with UN-Habitat’s policies. The role may involve recruiting both nationally and internationally, depending on the availability of qualified candidates.
