Job Overview:
The consultant will be responsible for developing methodological guidelines to ensure the integration of children's rights in the new planning cycle of the Bolivian State. This role involves analyzing the current state of integration of children's rights in territorial and sectoral plans, conducting participatory processes with local populations, and formulating coherent actions that reflect the needs identified in the territory. The consultant will also be expected to validate these guidelines with the Ministry of Planning for Development, ensuring that they align with the legal framework established by Law No. 777.

Duties and Responsibilities:
  • Develop a validated work plan that includes a methodological proposal for analyzing the integration of children's rights in territorial and sectoral plans.
  • Document the current state of integration of children's rights in the last two planning cycles, including a summary and presentation.
  • Create methodological guidelines for integrating children's rights in planning processes.
  • Prepare a publication-ready guide that includes the developed guidelines, an executive summary, and a presentation.
  • Engage in participatory processes to ensure representation of vulnerable groups in planning.
  • Conduct research and analysis of data from various sources to inform the planning process.
  • Collaborate with UNICEF and the Ministry of Planning to incorporate feedback into the proposed guidelines.

Required Qualifications:
Candidates must hold a Bachelor's degree in Economics, Political Science, Sociology, or related fields. They should have at least 15 years of relevant experience, including 5 years in central state planning and 3 years in subnational planning. Experience in children's rights and gender issues is essential, with a minimum of 5 years in this area. Candidates should demonstrate experience in planning with a children's rights perspective and have knowledge of national planning norms. Strong research, analytical, and communication skills are required, along with the ability to work under pressure and maintain good interpersonal relationships.

Educational Background:
A Bachelor's degree in a relevant field such as Economics, Political Science, Sociology, or similar disciplines is required. Advanced degrees or additional certifications in related areas may be advantageous.

Experience:
The position requires extensive experience, specifically 15 years in relevant fields, with a focus on planning at both central and subnational levels. Candidates should have a proven track record in children's rights and gender issues, with at least 6 months of experience in planning with a children's rights perspective. Experience working with child-focused organizations and international cooperation is highly valued.

Languages:
Fluency in Spanish is mandatory, given the local context. Knowledge of English or other languages may be considered an asset but is not required.

Additional Notes:
The consultancy is based in La Paz, Bolivia, with no travel expected. Candidates must be Bolivian nationals or have permission to work in Bolivia. A valid COVID-19 vaccination certificate with at least two doses is required. The consultant must provide their own equipment and materials for the consultancy. Payment will be made upon the delivery of products, with a maximum processing time of two weeks after approval. The consultant will not be considered a staff member of UNICEF and will not receive employee benefits. All consultants must comply with local tax obligations and provide invoices for services rendered.
