Job Overview:
The Representative is responsible for leading a country office team in the design and implementation of a comprehensive population and development and sexual and reproductive health country programme. This role involves establishing partnerships with various stakeholders, including governments, UN agencies, civil society, and the private sector, to realize the 2030 Agenda and improve the lives of those most in need. The Representative will oversee the effective implementation of the Country Programme, ensuring that sexual and reproductive health and rights are integrated into national development agendas. The position requires a strategic leader who can navigate complex global and local environments, advocate for the organization's mandate, and mobilize resources to support programmatic goals. The Representative will also be accountable for delivering high-quality results and ensuring that the needs of the most vulnerable populations are prioritized in all initiatives.

Duties and Responsibilities:
The duties and responsibilities of the Representative include:
  • Strategic Direction, Planning, and Management: Lead the positioning of UNFPA on strategic issues in the country, build institutional relationships with key stakeholders, promote UNFPA’s role in the national development agenda, and establish priorities for the Country Office.
  • Management of Resources: Manage international and national staff, foster a culture of growth and development, attract and retain high-caliber staff, and drive resource mobilization strategies.
  • Programme Leadership and Representation: Advise senior management on country-level issues, engage national counterparts through advocacy, represent UNFPA within the UN Country Team, and contribute to the UN reform process.
  • Programme Oversight and Coordination: Ensure compliance with UNFPA policies and procedures, enforce financial and monitoring processes, and carry out additional duties as required by the Regional Director.

Required Qualifications:
Candidates must possess an advanced degree (minimum Master’s degree or equivalent) in relevant fields such as Public Health, Medicine, Sociology, Demography, Gender, International Relations, International Development, Economics, or Public Administration. Additionally, candidates should demonstrate a strong commitment to the principles of the United Nations and UNFPA, exemplifying integrity and embracing cultural diversity. They should also possess the ability to lead teams effectively, manage resources efficiently, and engage in strategic planning and advocacy.

Educational Background:
An advanced degree (minimum Master’s degree or equivalent) in Public Health, Medicine, Sociology, Demography, Gender, International Relations, International Development, Economics, Public Administration, Management, or related areas is required for this position. This educational background is essential to understand the complexities of population and development issues and to effectively lead initiatives that promote sexual and reproductive health and rights.

Experience:
Candidates should have at least 10 years of increasingly responsible professional experience in public administration and international development, with a minimum of 8 years specifically in the fields of population and development, sexual and reproductive health, or humanitarian work at the international level. Field experience is essential, particularly in developing, humanitarian, or crisis contexts. Proven ability to lead teams and achieve high-quality results, along with experience in advocacy, policy dialogue, and media communication, is also required.

Languages:
Fluency in Spanish and English is mandatory for this position. Knowledge of other official UN languages is considered desirable, as it can enhance communication and collaboration with diverse stakeholders in the international arena.
