Job Overview: The consultant will be responsible for developing recommendations and contributions regarding social components in the National Territorial Ordering Plan (PNOT) in Bolivia. Duties and Responsibilities:
Develop a validated and reviewed Work Plan that outlines procedures for integrating social protection approaches into the PNOT.
Conduct a Diagnostic Report analyzing social guidelines and approaches in the current Territorial Ordering Plan, focusing on how children's rights are addressed throughout their life cycle.
Propose the inclusion of social components in the PNOT document, highlighting priority issues for children, such as access to quality education, health and nutrition services, safe public spaces, protection policies, and community participation mechanisms.
Deliver a Final Report consolidating key findings, analyses, conclusions, and recommendations for policymakers, including an executive summary and presentation slides.
Engage with stakeholders to socialize the results and ensure that the recommendations are understood and actionable.
Required Qualifications: Candidates must possess a Bachelor's degree in Economics, Sociology, or related fields, along with a postgraduate degree in areas such as territorial development, social policies, vulnerable populations, or children's rights. A specialization in territorial planning and at least ten years of relevant experience in designing and implementing Territorial Ordering Plans, as well as working on projects that address vulnerable populations, is required. Experience in international cooperation organizations is also essential. Strong communication skills, the ability to work under pressure, and proficiency in technical writing and document presentation are necessary.
Educational Background: A Bachelor's degree in a relevant field such as Economics or Sociology is required, complemented by a postgraduate qualification in related areas. Specialization in territorial planning is highly desirable, as is a strong academic background that supports the candidate's ability to analyze and propose effective policies for children's rights and social equity.
Experience: Candidates should have a minimum of ten years of experience in relevant fields, particularly in designing and implementing territorial planning initiatives. Experience in projects that focus on vulnerable populations and social policy development is crucial. Previous work with international organizations will be considered an asset, as will demonstrated capabilities in technical writing and analytical skills.
Languages: Fluency in Spanish is mandatory, given the local context and the need for effective communication with stakeholders. Knowledge of indigenous languages or English may be considered advantageous but is not required.
Additional Notes: The consultancy is expected to be conducted remotely, with no travel required. Candidates must be Bolivian nationals or have permission to work in Bolivia. A valid COVID-19 vaccination certificate with at least two doses is required. The consultant must provide their own equipment and tools for the job. Payment will be made upon delivery of agreed products, and consultants are responsible for their tax obligations according to Bolivian law. UNICEF promotes compliance with all local tax laws related to consultancy services.
