Job Overview:
The consultant will provide technical assistance to the Environmental Health Unit of the Ministry of Health in Bolivia, focusing on the generation and systematization of evidence regarding the surveillance of heavy metals, particularly lead. The role involves establishing action lines that strengthen sectoral and intersectoral surveillance of heavy metals, addressing the significant public health issue posed by lead poisoning, which affects a substantial number of children in Bolivia. The consultant will work closely with various stakeholders to ensure effective implementation of surveillance protocols and contribute to the overall health and safety of children and families in the region.

Duties and Responsibilities:
  • Develop and validate a diagnostic protocol/tool for lead surveillance, approved by the Environmental Health Unit of the Ministry of Health. This includes coordinating activities with relevant health officials and reviewing existing documents related to heavy metal surveillance.
  • Prepare a preliminary report based on fieldwork regarding the diagnosis of heavy metal surveillance, including a structured format for the report.
  • Implement events and workshops to raise awareness about lead poisoning, creating content and schedules for these workshops in collaboration with the Ministry of Health.
  • Deliver a final report on the diagnosis of lead surveillance and its effects on children and families, incorporating feedback from the Ministry of Health and UNICEF.

Required Qualifications:
A Bachelor's degree in Health or related fields is required, along with a Master's degree or postgraduate qualification in Public Health, Epidemiology, Health Research, or a related discipline. The consultant must demonstrate a strong understanding of the socio-economic conditions in Bolivia and possess the necessary tools and materials to carry out their services effectively.

Educational Background:
Candidates must hold a Bachelor's degree in a relevant field, with a preference for those who have advanced degrees such as a Master's in Public Health or related areas. This educational background is crucial for understanding the complexities of health surveillance and environmental health issues.

Experience:
Candidates should have substantial experience in public health, particularly in areas related to environmental health and epidemiology. Experience working with governmental health agencies and familiarity with the socio-economic context of Bolivia will be highly advantageous.

Languages:
Fluency in Spanish is mandatory, given the local context and the need for effective communication with stakeholders. Knowledge of English or other languages may be considered an asset but is not required.

Additional Notes:
The consultancy is based in La Paz, with expected travel to various regions within Bolivia for coordination meetings and fieldwork. The contract is a Lump Sum agreement, covering all expenses related to the consultancy, including fees, travel, accommodation, and other associated costs. Consultants are responsible for their own health insurance, which must cover outpatient and hospitalization services.
