Job Overview:
The Human Resources Officer position is crucial for managing the resources management functions within the Sub-Office in Sana’a, Yemen. The successful candidate will work under the supervision of the Senior Resources Management Officer and the Human Resources Officer, taking on a variety of responsibilities that include overseeing recruitment processes, managing payroll for national staff, and ensuring compliance with IOM regulations. This role requires a proactive approach to human resources management, with a focus on providing guidance to hiring managers, coordinating pre-employment activities, and maintaining accurate HR records. The officer will also be responsible for organizing HR events, providing information to staff regarding their entitlements, and participating in inter-agency HR working groups. The position demands a strong understanding of HR functions, excellent communication skills, and the ability to handle sensitive matters with discretion.

Duties and Responsibilities:
The duties and responsibilities of the Human Resources Officer include but are not limited to: coordinating recruitment processes by guiding hiring managers, drafting vacancy notices, screening applications, and participating in interview panels; managing payroll processes for national staff, ensuring timely and accurate salary disbursements; coordinating pre-employment activities such as medical exams and induction sessions; maintaining HR systems and ensuring data accuracy; preparing documentation for personnel actions including separations and promotions; organizing HR events and training activities; providing information and guidance to staff on HR policies; monitoring compliance with the Staff Evaluation System; and assisting in resolving sensitive HR cases. The officer will also be responsible for maintaining electronic and physical HR records, generating reports, and ensuring adherence to IOM's ethical standards and values.

Required Qualifications:
Candidates must possess a High School diploma with five years of relevant experience or a Bachelor’s degree in human resources, Business Administration, Psychology, or a related field with three years of relevant professional experience. Proficiency in Microsoft Office applications is essential, and experience with SAP is an advantage. Candidates should demonstrate attention to detail, organizational skills, discretion, and a client-oriented approach. Previous work experience with international humanitarian organizations or government institutions in a multicultural setting is preferred. Strong analytical skills and the ability to propose solutions to HR issues are also required.

Educational Background:
The educational background required for this position includes a High School diploma with five years of relevant experience or a Bachelor’s degree in a related field such as human resources, Business Administration, or Psychology. Candidates must have graduated from accredited universities recognized in the UNESCO World Higher Education Database.

Experience:
The position requires candidates to have a minimum of three years of relevant professional experience if holding a Bachelor’s degree, or five years if holding a High School diploma. Experience should include proficiency in Microsoft Office applications, familiarity with HR systems, and prior work experience in international humanitarian organizations or similar settings. The ability to manage multiple tasks efficiently and maintain confidentiality is essential.

Languages:
Fluency in English and Arabic is mandatory for this position. Proficiency in additional languages such as French or Spanish is considered an asset. Language skills will be evaluated during the selection process, which may include written and/or oral assessments.

This position is subject to local recruitment, and only candidates holding a valid residence and work permit for Yemen will be considered.
