Job Overview:
The Monitoring and Evaluation (M&E) Specialist will play a crucial role in leading the operationalization and streamlining of the global Monitoring, Evaluation, Accountability, and Learning (MEAL) plan for the Joint Programme on ‘Accelerating Progress towards Rural Women’s Economic Empowerment’ (JP RWEE), Phase II. This position is essential for ensuring that a high-quality monitoring and evaluation system is established to achieve the intended programme results effectively. The JP RWEE is a collaborative initiative involving FAO, IFAD, UN Women, and WFP, aimed at economically empowering rural women across various countries, including Nepal, Niger, Pacific Islands, Rwanda, Tanzania, and Tunisia. The programme adopts a holistic approach to women's economic empowerment, focusing on improving food security, increasing incomes, enhancing leadership roles, and fostering a gender-responsive policy environment. The M&E Specialist will be responsible for implementing a robust M&E system that generates evidence-based learning and supports the achievement of high-quality results across the programme.

Duties and Responsibilities:
The M&E Specialist will have a comprehensive set of responsibilities, including:
  • Leading the implementation of the global M&E system, ensuring quality data collection and reporting for all indicators across participating countries.
  • Overseeing the upgrade and maintenance of the JPRWEE Management Information System (MIS) to facilitate ongoing data analysis and aggregation.
  • Providing strategic advice for programme adjustments based on data insights.
  • Reviewing country annual workplans with a focus on performance indicators and targets.
  • Enhancing evidence-based learning through mixed methods on key strategic themes.
  • Operationalizing a data visualization system for simplified reporting and analysis.
  • Collaborating with IFPRI on research and economic empowerment measurement.
  • Coordinating Mid-Term Reviews (MTR) for participating countries, ensuring adherence to quality standards.
  • Providing technical support for data collection activities and ensuring the integration of Community Feedback Mechanisms into the global M&E system. 1
  • Participating in country-level programme reviews and addressing programmatic recommendations. 1
  • Leading capacity-building initiatives and developing training materials for M&E processes. 1
  • Conducting regular data quality checks and ensuring timely reporting of monitoring data. 1
  • Developing MEAL-related sections of corporate reports and contributing to donor reporting.

Required Qualifications:
Candidates must possess an advanced university degree in international development, social sciences, statistics, development economics, or a related field. Alternatively, a first university degree with additional years of relevant work experience and/or training may be considered. The ideal candidate should have at least five years of relevant experience in monitoring and evaluation of integrated development projects, particularly in areas related to food and nutrition security, livelihoods, gender equality, and women's economic empowerment. Proficiency in various quantitative and qualitative tools and methods, as well as experience in developing and conducting baseline surveys, is essential. Familiarity with designing data collection tools and methodologies, along with experience in report production, is also required. Experience working with UN organizations or international NGOs is highly desirable.

Educational Background:
The educational background required for this position includes an advanced university degree in fields such as international development, social sciences, statistics, or development economics. Candidates with a first university degree may be considered if they have additional relevant work experience or have completed specialized training or courses in related areas. This educational foundation is crucial for understanding the complexities of monitoring and evaluation in development contexts, particularly in relation to gender equality and women's empowerment.

Experience:
The position requires a minimum of five years of relevant experience in monitoring and evaluation, particularly in integrated development projects. Candidates should have a proven track record in areas such as food and nutrition security, livelihoods, and gender equality. Experience with both quantitative and qualitative research methods, as well as familiarity with the development and implementation of monitoring and evaluation frameworks, is essential. Additionally, candidates should have experience working with international organizations or NGOs, which will provide valuable insights into the operational challenges and best practices in the field.

Languages:
Fluency in English (level C) is mandatory, with strong oral and written communication skills. Proficiency in French (level B) is also desirable, as it will facilitate communication with diverse stakeholders and enhance collaboration in multilingual environments. The ability to communicate effectively in both languages will be an asset in this role, given the international scope of the programme and the need to engage with various partners and communities.
