Job Overview:
The Procurement and Logistics Support position is crucial for the effective functioning of the Resources Management Unit in Northern Brazil. The successful candidate will work under the supervision of the National Resources Management Officer and the National Financial Officer, providing essential procurement and logistical support. This role involves ensuring compliance with IOM and donor requirements in procurement processes, offering guidance on procurement procedures, and coordinating with procurement colleagues to facilitate the smooth transmittal of purchase orders. The candidate will also be responsible for maintaining a pricing list for frequently used items, following up with suppliers for timely delivery, conducting vendor checks, and liaising with logistics and procurement officers to optimize purchasing power. The position requires a proactive approach to problem-solving and the ability to work effectively in a diverse team environment.

Duties and Responsibilities:
  • Ensure compliance with all procurement and contracting processes, keeping activities updated with IOM and donor reporting and auditing requirements.
  • Provide support and guidance to Program Support focal points regarding procurement procedures and advise on cost-effective methods for procuring goods and services.
  • Coordinate with Procurement colleagues to ensure the smooth transmittal of all purchase orders to the Logistics unit after vendor confirmation of delivery terms.
  • Create and maintain a pricing list for commonly used items in the program.
  • Follow up with suppliers to ensure timely and proper delivery of goods and services.
  • Conduct regular vendor checks and market surveys to stay informed about the availability and pricing of supplies in the local market.
  • Liaise with the Logistics and Procurement Officer regarding procurement and service requests to consolidate overall mission procurement requirements.
  • Assist in arranging office vehicle maintenance, storage, and insurance.
  • Perform other related duties as required.

Required Qualifications:
Candidates must possess a High School diploma with at least two years of professional experience or a University degree in Business Administration or a related field with at least one year of relevant experience. Accredited universities are those listed in the UNESCO World Higher Education Database. Candidates should demonstrate good organizational, time management, and prioritization skills, with the ability to analyze problems, identify alternative solutions, and implement recommendations effectively. Proficiency in Microsoft Office software (Word, Excel, PowerPoint, Outlook) is essential, along with the ability to multitask and work under pressure to meet deadlines. Experience working in a diverse team environment and previous experience in a procurement unit at an international organization is advantageous.

Educational Background:
The educational background required for this position includes a High School diploma with two years of professional experience or a University degree in Business Administration or a related field. The degree must be from an accredited institution recognized by the UNESCO World Higher Education Database. This educational foundation is essential for understanding the complexities of procurement and logistics within an international organization.

Experience:
The position requires a minimum of two years of relevant work experience in procurement and logistics. Candidates should have a proven track record of good organizational skills, time management, and the ability to prioritize tasks effectively. Experience in analyzing problems, identifying alternative solutions, and implementing recommendations is crucial. Additionally, candidates should be proficient in Microsoft Office software and have experience working within a diverse team of colleagues from various cultural and professional backgrounds. Previous experience in a procurement unit at an international organization is considered an advantage.

Languages:
Proficiency in Portuguese and Spanish is required for this position, as these languages will be specifically evaluated during the selection process, which may include written and/or oral assessments. IOM's official languages are English, French, and Spanish, and while proficiency in English is beneficial, the primary focus for this role is on Portuguese and Spanish.

Additional Notes:
The position is subject to local recruitment, meaning only candidates holding a valid residence and work permit for Brazil will be considered. Any offer made to the candidate is contingent upon funding confirmation.
