Job Overview: The Flying Intersectional Importations & Customs Specialist plays a pivotal role within the MSF International Office Supply team, focusing on enhancing importation and customs practices to support MSF's Supply Transformation Topics Program. This program aims to establish a supply chain by 2031 that meets MSF's evolving challenges, emphasizing five key pillars: medical sourcing, distribution footprint, mutualization, medical stock and demand management, and information systems. The specialist will serve as an expert advisor on customs and transport-related matters, providing strategic, technical, and hands-on support to MSF entities. This position requires a commitment to fostering a community of practice among MSF professionals involved in customs and transport, as well as traveling to support country intersectional supply chain teams in assessments and implementation of agreed terms of references and roadmaps tailored to specific contexts.
Duties and Responsibilities:
Provide strategic, technical, and hands-on support to MSF entities, serving as an expert advisor on customs and transport-related matters. Develop and promote guidance on best practices, regulations, and processes while supporting country supply chain teams in assessments and implementation of improvements.
Streamline importation and domestic freight processes to optimize time and cost efficiency in coordination with relevant stakeholders.
Develop a deep understanding of international customs and transport regulations, identifying and tailoring compliance solutions to suit the unique needs of each operational country.
Support emergency responses and operational sites by anticipating and clarifying importation requirements and identifying solutions.
Define roles and responsibilities across the importation and domestic freight management process, involving all relevant stakeholders.
Maintain close collaboration with supply chain and customs & transport experts to ensure a clear identification of operational needs.
Consult internal audit teams to identify potential risks in customs and transport and proactively identify mitigating measures.
Collaborate with regional hubs and supply centers to align projects within technical domains.
Write, capitalize, communicate, and promote technical information, best practices, and lessons learned, facilitating the growth of communities of practice and developing training for MSF teams.
Required Qualifications: The ideal candidate should possess a strong background in customs and transport regulations, with a proven ability to provide strategic and technical support in complex operational environments. Excellent communication and collaboration skills are essential, as the role requires working closely with various stakeholders across different countries. The candidate should also demonstrate a commitment to knowledge sharing and capacity building within the MSF community.
Educational Background: A degree in logistics, supply chain management, international relations, or a related field is required. Additional certifications in customs regulations or transport management would be advantageous.
Experience: Candidates should have a minimum of 5 years of experience in customs and transport management, preferably within a humanitarian or international development context. Experience working in diverse cultural settings and managing complex supply chain operations is highly desirable.
Languages: Fluency in English is mandatory, while proficiency in French or Spanish is considered an asset. Knowledge of additional languages relevant to MSF operations would be beneficial.
Additional Notes: This position is a fixed-term contract at 100% for a duration of 6 months, with the possibility of renewal. The role is home-based, with more than 70% of the work conducted in the field. The starting date is as soon as possible, and the deadline to apply for this position is June 18, 2025.
