Job Overview: The ICLA Specialist will play a crucial role in the Afghanistan mission by providing technical development for the ICLA program, ensuring strategic direction, quality assurance, and capacity building for staff. The position requires an action-oriented and execution-driven individual with strong analytical skills and a proven track record in fostering collaboration and leading effective teams. The role is focused on developing ICLA strategies, providing technical guidance, and ensuring the implementation of projects aligns with donor priorities and technical standards. The specialist will also be responsible for fundraising, proposal development, and maintaining stakeholder relations, which are essential for the success of the ICLA program in a complex and volatile context.
Duties and Responsibilities: The ICLA Specialist will be responsible for the following duties:
Develop and implement ICLA strategies and technical guidance to ensure effective program delivery.
Lead the development of macro logical framework approaches for ICLA projects.
Identify trends, technical standards, and donor priorities to inform program development.
Provide support for project implementation and technical direction to staff.
Extract key learnings from projects and incorporate them into development processes.
Build the capacity of technical staff through training and mentorship.
Develop and maintain stakeholder relations, networking, and partnerships to enhance program effectiveness.
Participate in forums, clusters, and working groups to represent NRC's interests and share best practices.
Required Qualifications: Candidates must possess legal assistance expertise in a humanitarian or recovery context, with specific knowledge in ICLA, Rule of Law, and Access to Justice. Familiarity with housing, land, and property rights is essential. The candidate should have experience working in complex and volatile contexts, particularly in Afghanistan and South-East Asia, with a focus on displacement and humanitarian needs. Strong analytical skills and the ability to foster collaboration among diverse teams are critical for success in this role.
Educational Background: A relevant degree in law, social sciences, or a related field is required. Advanced degrees or specialized training in humanitarian law, human rights, or related disciplines will be considered an asset.
Experience: The position requires significant experience in legal assistance within a humanitarian context, with a strong understanding of the challenges faced in recovery and displacement scenarios. Candidates should have a proven track record of working in complex environments and managing projects effectively.
Languages: Fluency in English, both written and verbal, is mandatory. Proficiency in local languages spoken in Afghanistan would be advantageous but is not required.
Additional Notes: This position is based in Kabul, Afghanistan, with a contract duration of 12 months. The role involves approximately 35% travel. The position is classified as Grade 9 in NRC’s Salary Scale, which includes a competitive compensation and benefits package.
