Job Overview: The Senior Program Officer will play a crucial role in the Digital Public Infrastructure (DPI) team, which is part of the Global Growth & Opportunity Division. This division is focused on creating and scaling market-based innovations to promote inclusive and sustainableeconomic growth. The DPI team is tasked with designing, building, and regulating safe and inclusive digital systems that facilitate economic opportunities and social services. The Senior Program Officer will be responsible for identifying areas where rigorous data and research can inform the design and implementation of DPI, ensuring that these technologies have a positive impact on welfare. This position requires the development and execution of research strategies to address data gaps and enhance the understanding of how DPI can be effectively utilized in low- and middle-income countries. The role is based in Seattle, WA, and involves a hybrid work schedule, with relocation support available for eligible candidates.
Duties and Responsibilities: The Senior Program Officer will be responsible for cultivating a high-impact grant portfolio and establishing a partner ecosystem that advances the DPI team's research and measurement strategy, particularly focusing on regional partners in South Asia and Sub-Saharan Africa. Key responsibilities include identifying critical indicators to measure and track the design, adoption, and usage of DPI, leading initiatives to assess the DPI team's progress, and identifying opportunities to rigorously test the causal impact of DPI interventions on household welfare and public service delivery. The officer will also critically evaluate and synthesize relevant research studies to inform the DPI team's strategy, act as an internal expert on data and research-related inquiries, provide technical advice to policymakers and commercial partners, and represent the Foundation among key stakeholders. This includes producing analyses, briefings, and reports to inform Foundation leadership and participating in external engagements such as conferences and working groups. The role may require domestic and international travel up to 20% of the time.
Required Qualifications: Candidates must possess an advanced degree or equivalent experience in fields such as economics, development studies, public policy, or business administration. They should have deep expertise in data analysis and research methods, with the ability to translate research findings into actionable strategic plans. A strong understanding of the major issues surrounding digital public infrastructure, particularly in the context of Africa or Asia, is essential. The ability to prioritize tasks and meet deadlines in a fast-paced environment, along with problem-solving skills and a positive attitude, is crucial. Candidates should be capable of working both independently and collaboratively, demonstrating innovative thinking and a willingness to engage deeply with the subject matter. Educational Background: An advanced degree in economics, development studies, public policy, business administration, or a related field is required for this position. Equivalent experience may also be considered in lieu of formal education, provided it demonstrates the necessary expertise and knowledge relevant to the role.
Experience: Candidates should have significant experience in data analysis and research methods, particularly in the context of digital public infrastructure. Experience working on related issues in Africa or Asia is highly desirable. Languages: Fluency in English is mandatory, with excellent written and oral communication skills. While English is the primary language required for this position, proficiency in additional languages relevant to the regions of focus (South Asia and Sub-Saharan Africa) would be considered an asset but is not mandatory.
Additional Notes: This position is full-time and offers a competitive salary range of $169,700 to $254,500, with specific ranges for Seattle, WA, and Washington D.C. The Foundation recognizes market differences in salary based on location, with the Seattle range being $185,000 to $277,40
