Job Overview:
The Supply Officer will play a crucial role in overseeing the Life Support Functions within the mission, specifically managing General Supply, Fuel, and Rations. This position requires a proactive approach to developing and managing technical contracts for support services, ensuring that the mission's logistical needs are met efficiently. The Supply Officer will be responsible for planning and preparing cost estimates and long-term forecasts for the organization's requirements, which include machinery, equipment, tools, materials, services, supplies, food aid, and utilities. The role also involves designing and updating software for tracking and costing purposes, initiating procurement actions, and conducting market research to adapt best practices to the UN's requirements. The Supply Officer will ensure that accurate accounting and reporting systems are in place and will analyze problems and audit reports to provide remedial action when necessary. This position requires strong leadership skills, as the Supply Officer will manage a team and provide guidance to junior staff, ensuring that all supply-related operations are conducted smoothly and effectively.
Duties and Responsibilities:
The Supply Officer's duties include developing, reviewing, and managing technical contracts for support services; planning and preparing cost estimates and long-term forecasts; designing and updating software for tracking and costing; initiating procurement actions; conducting market research; establishing mission requirements; conducting technical survey visits; developing plans for asset redeployment; ensuring accurate accounting and reporting systems; analyzing problems and audit reports; maintaining control of equipment and stores; managing field supply delivery operations; preparing Receiving and Inspection Reports; monitoring procurement status; reviewing and defending supply-related cases; and supervising junior staff. The Supply Officer must also perform other duties as required, demonstrating professionalism, planning and organizing skills, and client orientation throughout their work.
Required Qualifications:
Candidates must possess a high school diploma or equivalent, along with a technical or vocational certificate in business administration, public administration, engineering, law, or a relevant field. A minimum of ten years of progressively responsible experience in supply services, administration, logistics, engineering, project management, or a related area is required. This experience is reduced to five years for candidates with a first-level university degree. Additionally, candidates must have at least three years of experience working in a challenging conflict area and one year of experience in Contract Management in humanitarian operations or complex emergency settings is desirable.
Educational Background:
The educational background required for this position includes a high school diploma or equivalent, along with a technical or vocational certificate in a relevant field such as business administration, public administration, engineering, or law. This educational foundation is essential for understanding the complexities of supply chain management and logistics within the context of the United Nations operations.
Experience:
The position requires a minimum of ten years of progressively responsible experience in relevant fields such as supply services, administration, logistics, engineering, or project management. For candidates with a first-level university degree, the minimum experience requirement is reduced to five years.
