Job Overview:
The Global Technical Specialist for Climate Change Mitigation plays a crucial role in providing technical, policy, and programming support to UNDP country offices. This position is integral to the UNDP Climate Hub, which focuses on supporting countries in implementing their commitments under the Paris Agreement. The specialist will work closely with various stakeholders, including governments, NGOs, and the private sector, to facilitate the integration of climate change mitigation strategies into national development plans. The role requires a strong understanding of climate policies, innovative approaches to sustainable energy, and the ability to manage multidisciplinary teams effectively. The specialist will also be responsible for developing strategic partnerships and mobilizing resources to support climate initiatives.

Duties and Responsibilities:
  • Innovation, Strategic Leadership, Policy Dialogue and Advocacy: Engage with technical issues and institutions, develop strategic partnerships, and support policy development for climate change mitigation.
  • Ensure effective Portfolio Management: Maintain program/project information and facilitate sourcing of technical expertise.
  • Establish and maintain strategic partnerships: Advise on program development and resource mobilization efforts, including liaising with financing agencies.
  • Effectively manage development impact: Support project implementation, conduct supervision missions, and ensure alignment with project objectives.
  • Learning, Knowledge Management and Self Development: Capture lessons learned, develop knowledge products, and prepare training courses.
  • Facilitate synergies and coordination: Identify opportunities for collaboration between the Climate Change Mitigation portfolio and the UNDP Rome Center.

Required Qualifications:
Candidates must possess an advanced university degree (Master’s Degree or equivalent) in Energy, Climate Change, Engineering, Finance, Development Studies, or a closely related field. A first-level university degree (Bachelor’s degree) combined with additional qualifying experience may also be considered. Certification in project management is advantageous. Candidates should have a strong background in climate change mitigation and sustainable energy, with experience in policy advisory services and project/programme design.

Educational Background:
An advanced university degree (Master’s Degree or equivalent) in relevant fields such as Energy, Climate Change, Engineering, Finance, or Development Studies is required. Alternatively, a Bachelor’s degree in these areas along with two additional years of qualifying experience will be considered. Certification in project management is a plus.

Experience:
A minimum of 7 years of relevant experience is required for candidates with a Master’s degree, or 9 years for those with a Bachelor’s degree. Experience should include working with developing countries on renewable energy, energy efficiency, and sustainable transport. At least 5 years of experience in providing policy advisory services related to climate change mitigation is essential, along with experience in designing and implementing sustainable energy projects. Familiarity with Development Finance Institutions and blended finance solutions is preferred.

Languages:
Fluency in English is mandatory, with exceptional writing and communication skills. Working knowledge of French and/or Spanish is considered an advantage, enhancing the ability to engage with diverse stakeholders.

Additional Notes:
This position is based in Rome, Italy, and may require travel. UNDP emphasizes a portfolio approach to adapt to changing business needs, and personnel are expected to collaborate across various units and projects. The role may involve supervising and managing personnel, and candidates should be prepared for a probationary period for new fixed-term appointments.
