Job Posting Organization:
The UNOPS Hub in Amman implements projects on behalf of UN agencies and bilateral donors, closely coordinating with the Government and national authorities. Job Overview:
The Quality Engineer will play a crucial role in a large-scale procurement project aimed at enhancing health outcomes, educational improvements, and the preservation of heritage sites in Jordan. This position involves working closely with the Senior Project Manager and the technical team to ensure compliance with quality control plans and specifications for various sectors, including health, education, and public finance. The Quality Engineer will be responsible for drafting specifications, implementing quality assurance measures, managing supplier relationships, overseeing installation processes, and maintaining documentation and reporting standards. The role requires a proactive approach to ensure that all project components meet the required quality standards and regulations, ultimately contributing to the project's success and the betterment of community outcomes.

Duties and Responsibilities:
  • Specification and Quality Oversight: Collaborate with stakeholders to draft specifications for medical equipment, furniture, vehicles, and IT systems, ensuring alignment with international standards and UNOPS regulations. Support the PM in developing quality management plans and oversee project QA/QC protocols.
  • Quality Assurance/Quality Control: Develop and implement a QA/QC plan for procurement activities, conduct supplier reviews, and ensure compliance with quality standards throughout the project lifecycle.
  • Supplier Management: Assess and qualify suppliers based on quality criteria, monitor performance, and manage relationships to ensure compliance with contractual obligations.
  • Installation and Commissioning Oversight: Oversee installation processes to ensure adherence to specifications and coordinate commissioning activities.
  • Documentation and Reporting: Maintain accurate records of specifications and quality inspections, prepare reports on quality performance, and recommend corrective actions as necessary.
  • Training and Capacity Building: Support training sessions for project staff on quality assurance principles and practices, providing guidance on quality control measures.

Required Qualifications:
Candidates must possess a strong understanding of procurement activities, particularly in the health and education sectors. Proven capacity to interact with various stakeholders, including governmental and non-governmental partners, is essential. Familiarity with Google Suite and MS Office applications is required, along with previous experience in UN or international organization procurement projects. Mentoring and training experience is also desired.

Educational Background:
An advanced university degree (Master's degree or equivalent) in Civil Engineering or a relevant field is preferred. A Bachelor's degree in Civil Engineering or a related field, combined with two additional years of relevant experience, will be accepted in lieu of a Master's degree.

Experience:
A minimum of 2 years of progressively responsible experience in procurement activities, particularly in the health and education sectors, is required. Candidates should have a firm understanding of the specifications for delivering medical equipment, furniture, and vehicles. Experience in interacting with various stakeholders and previous work in UN or international organization projects is highly desirable.

Languages:
Fluency in English and Arabic, with excellent presentation, report writing, and communication skills, is mandatory. Candidates should be able to express ideas clearly and concisely, actively listen, and handle conflicts effectively.

Additional Notes:
This position is a Local Individual Contractual Agreement at the Local Specialist - LICA9 level, with an open-ended duration subject to organizational requirements, availability of funds, and satisfactory performance.
