Job Overview:
The Planning, Monitoring and Evaluation Analyst plays a crucial role in facilitating and contributing to the effective planning, monitoring, reporting, communication, and evaluation of UNFPA's programs and projects. This position requires a strong understanding of results-based management principles and the ability to develop and implement monitoring and evaluation frameworks that align with UNFPA's strategic objectives. The analyst will work closely with various stakeholders to define results, track progress against targets, and ensure that evaluation findings are utilized for informed decision-making. The role also involves promoting a culture of results within the organization and ensuring that lessons learned are integrated into future planning and programming efforts.

Duties and Responsibilities:
The duties and responsibilities of the Planning, Monitoring and Evaluation Analyst include:
  • Facilitating the development of theories of change for programs and projects, ensuring they are grounded in context and evidence.
  • Coordinating the creation of quality monitoring and evaluation frameworks, including costed plans for the country program.
  • Providing inputs for the formulation of the United Nations Sustainable Development Cooperation Framework, including common country analysis and joint work plans.
  • Supporting the development of annual and multi-year results plans and operationalizing them through workplans.
  • Promoting the use of evaluation results for evidence-based planning and programming.
  • Monitoring and tracking results against defined targets and UNFPA's Strategic Plan.
  • Conducting annual and midterm reviews of projects and programs, and ensuring data quality checks.
  • Facilitating the reporting of results to internal and external stakeholders, including the Executive Board and donors.
  • Managing evaluation processes and ensuring compliance with UNFPA Evaluation Quality Standards. 1
  • Contributing to knowledge management and promoting a culture of results within the organization.

Required Qualifications:
Candidates must possess a Master's degree (or equivalent) in project planning and management, statistics, public health, population demography, or a related social science discipline. Additionally, at least 5 years of relevant experience in planning, monitoring, and evaluation is required, preferably within the UN or similar organizations. Candidates should have at least 3 years of experience applying technical perspectives related to project development and results-based management. Knowledge of UN program management systems and evaluation practices is essential, and certification in UNFPA Country Programme Evaluation is considered an asset. Strong analytical, reporting, and organizational skills are necessary, along with the ability to provide policy advice and interact effectively with donors.

Educational Background:
The educational background required for this position includes a Master's degree or equivalent in fields such as project planning and management, statistics, public health, population demography, or any other related social science discipline. This advanced education is crucial for understanding the complexities of planning, monitoring, and evaluating programs and projects within the context of UNFPA's mission and strategic objectives.

Experience:
The position requires a minimum of 5 years of relevant experience in planning, monitoring, and evaluation, with a preference for candidates who have worked within the UN system or similar organizations. Candidates should have at least 3 years of experience applying technical perspectives related to project development and results-based management. This experience should include familiarity with UN program management systems and evaluation practices, as well as a demonstrated ability to analyze data and provide insights for decision-making.

Languages:
Fluency in English, both oral and written, is mandatory for this position. Additionally, a working knowledge of any other official UN language is considered an asset, enhancing the candidate's ability to communicate effectively in a diverse international environment.

Additional Notes:
The consultancy is limited to a duration of 6 months, from July to December 2025, and the Planning, Monitoring and Evaluation Analyst is expected to work in the UNFPA Kenya Country Office.
