Job Posting Organization: The United Nations General Assembly endorsed the transformation of the Development Operations Coordination Office (DCO) as a stand-alone coordination office within the United Nations Secretariat. The DCO exercises managerial and oversight functions of the resident coordinator system under the collective ownership of the members of the United Nations Sustainable Development Group (UNSDG). The Hub for Coordination of Solutions to Internal Displacement, known as the Solutions Hub, is an inter-agency resource aimed at supporting field implementation of solutions to internal displacement, aligning with the commitments outlined in the UN Secretary General’s Action Agenda on Internal Displacement. The Hub was mandated by the Executive Committee in December 2024 and is hosted by DCO, having begun operations in a transitional format in 202
The Hub is accountable to the Joint Steering Committee to Advance Humanitarian and Development Cooperation (JSC) and promotes a system-wide approach to supporting government leadership and development-system engagement on solutions to internal displacement, as established by the High-Level Committee on Programmes.
Job Overview: The interim Hub Coordinator will play a crucial role in operationalizing the Solutions Hub, ensuring accountability of Hub operations to the JSC. This position involves managing day-to-day operations of the Hub, collaborating closely with DCO, UN Resident Coordinators, Champions Group members, Member States, civil society, private sector, and various UN Agencies, Funds, and Programmes. The Coordinator will maintain a reporting line to DCO as the hosting entity and a strategic performance reporting line to the senior convening official of the Champions Group. The role requires a proactive approach to developing, implementing, and evaluating the Hub's workplan, ensuring that all activities align with the overarching goals of addressing internal displacement effectively.
Duties and Responsibilities: The interim Coordinator for the Solutions Hub will be responsible for leading the establishment of the Hub in accordance with its Terms of Reference, collaborating closely with DCO and financial contributors. Key responsibilities include developing and implementing the Hub's workplan, directing members in its delivery, reviewing relevant documents, identifying priorities, and proposing corrective actions. The Coordinator will provide secretariat support to the Internal Displacement Solutions Fund, ensuring adherence to its Terms of Reference and Operations Manual, and will oversee the delivery and reporting of joint programmes. Additionally, the Coordinator will ensure the implementation of gender mainstreaming guidelines, coordinate policy development on solutions to internal displacement, supervise the preparation of various written outputs, manage outreach activities, lead field missions, coordinate budget and funding activities, and serve as an effective spokesperson for the Hub.
Required Qualifications: Candidates must possess a minimum of ten (10) years of progressively responsible experience in project or programme management, administration, or a related area. Experience with inter-agency processes and coordination is required, along with familiarity with the Resident Coordinators function and context. Operational and programming experience related to addressing solutions to internal displacement is desirable. Experience in data analytics or related areas is also beneficial.
Educational Background: An advanced university degree (Master’s degree or equivalent) in business administration, management, international relations, sustainable development, economics, or a related field is required. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced degree. Successful completion of degree and non-degree programs in data analytics, business analytics, or data science is considered an advantage.
Experience: The position requires a minimum of ten (10) years of progressively responsible experience in project or programme management, administration, or a related area. Candidates should have experience in inter-agency processes and coordination, as well as familiarity with the context of Resident Coordinators. Operational and programming experience related to solutions for internal displacement is also desirable, along with experience in data analytics or related fields.
Languages: Fluency in English is required for this position, as English and French are the working languages of the United Nations Secretariat. Knowledge of another UN official language is considered an advantage. Fluency is defined as a rating of 'Fluent' in all four areas (reading, speaking, writing, and understanding), while 'Knowledge of' is rated as 'Confident' in two of the four areas.
