Job Overview:
The Project Coordinator will work under the supervision of the Chief of Mission in Pohnpei and the Head of Sub Office/Project Manager in Majuro. The primary function of this role is to provide programmatic and coordination assistance for the project titled 'Technical Assistance for the Development of a Migration Policy in the Republic of the Marshall Islands.' This project is financed by the IOM Development Fund and aims to contribute to the development of evidence-based migration policies in the Marshall Islands. The successful candidate will be responsible for managing day-to-day project operations, maintaining relationships with government and partners, providing technical support for policy development, and ensuring effective implementation of project activities. The role requires a proactive approach to problem-solving and the ability to communicate effectively with various stakeholders.

Duties and Responsibilities:
The duties and responsibilities of the Project Coordinator include:
  • Supporting the day-to-day management of the project and ensuring timely implementation of activities.
  • Maintaining positive work relationships with government officials, technical partners, and financial stakeholders.
  • Providing technical support to the government in establishing a coordination mechanism for migration policy development.
  • Coordinating the recruitment process for consultants and providing them with necessary context and input.
  • Liaising with governmental and non-governmental entities, international organizations, and other stakeholders to facilitate project activities.
  • Keeping the supervisor informed of developments and challenges in a timely manner.
  • Drafting narrative and financial reports for submission to donors.
  • Monitoring project implementation and proposing actions to expedite delivery.
  • Assisting with logistical arrangements for assessments, workshops, and trainings. 1
  • Contributing to the development of IOM’s research and policy programming in the North Pacific. 1
  • Undertaking duty travel for project-related activities and maintaining compliance with IOM policies.

Required Qualifications:
Candidates must possess a Bachelor’s degree in project management, business administration, international relations, governance, or a related field from an accredited institution, along with at least four years of relevant experience. Alternatively, a High School degree or certificate in a related field with at least six years of relevant experience is acceptable. Candidates should demonstrate experience in project implementation, including writing terms of reference and reports, and have a solid understanding of policy processes in the Marshall Islands. Proficiency in Microsoft Office applications is essential, and previous experience in international organizations is advantageous.

Educational Background:
The educational background required for this position includes a Bachelor’s degree in project management, business administration, international relations, governance, or a related field from an accredited academic institution. Accredited universities are those listed in the UNESCO World Higher Education Database. Candidates with a High School degree or certificate in the aforementioned fields may also apply if they have significant relevant experience.

Experience:
The position requires candidates to have substantial experience in project implementation, particularly in writing terms of reference, reports, and guidance notes. A solid understanding of the policy processes in the Republic of the Marshall Islands is crucial. Candidates should also have experience in establishing and maintaining strong working relationships with government counterparts, international organizations, and private sector entities. Proficiency in Microsoft Office applications, especially Excel, PowerPoint, and SharePoint, is necessary, and previous work experience in international organizations is considered an advantage.

Languages:
Fluency in English, both oral and written, is mandatory for all applicants. A working knowledge of Marshallese is considered an advantage. IOM’s official languages include English, French, and Spanish, and proficiency in these languages may be evaluated during the selection process, which could include written and/or oral assessments.

Additional Notes:
The position is subject to funding confirmation, and the selection process may be used to fill similar positions in various duty stations. Recommended candidates will remain eligible for appointment in a similar position for a period of 24 months. National Professional Officers must be nationals of the country of their employment and perform work at the professional level, adhering to the same standards of recruitment qualifications and performance as International Professional staff. Appointment will be contingent upon certification of medical fitness, verification of residency, visa, and government authorizations where applicable. IOM maintains a zero-tolerance policy regarding conduct that contradicts the aims and objectives of the United Nations and IOM, including sexual exploitation and abuse, harassment, and discrimination.
