Job Overview:
The SES Technical Specialist for Climate and Energy will play a crucial role in supporting the design and implementation of Social and Environmental Standards (SES) within the Rome Centre's portfolio. This position involves developing guidance materials for internal capacity building and integrating SES into UNDP's broader energy and climate programming. The SES Specialist will collaborate with various stakeholders, including Climate Hub, Regional Bureaux, Country Offices, and project teams, to ensure that SES principles are effectively applied in project design and execution. The role requires a proactive approach to identifying and managing social and environmental risks associated with climate and energy initiatives, ensuring compliance with UNDP's SES policy, and enhancing the overall quality of development results.

Duties and Responsibilities:
The SES Specialist will be responsible for providing advisory support on SES policy and accountability frameworks, ensuring that SES is integrated into the operational frameworks of the Rome Centre. Key responsibilities include monitoring major projects for SES compliance, evaluating and categorizing projects based on potential social and environmental risks, and providing guidance on necessary documentation for social and environmental risk assessments. The SES Specialist will also support project developers in identifying and managing risks, ensuring effective stakeholder engagement, and facilitating grievance mechanisms. Additionally, the role involves conducting research on global trends in SES, developing capacity-building materials, and engaging in advocacy efforts to raise awareness about SES application among UNDP partners and stakeholders.

Required Qualifications:
Candidates must possess experience in SES implementation, oversight, or quality assurance within climate and energy projects, particularly in developing economies. Specialized knowledge of Environmental and Social Management Frameworks (ESMF), Environmental and Social Management Plans (ESMP), and Environmental and Social Impact Assessments (ESIA) is essential. Familiarity with UNDP's social and environmental standards and experience in engaging with financial institutions on E&S risks are highly desirable. The ability to build and manage grievance mechanisms and support capacity-building initiatives is also required.

Educational Background:
An advanced university degree (master's degree or equivalent) in Development Studies, Social or Environmental/Natural Sciences, Integrated Natural Resource Management, International law" style="border-bottom: 1px dotted #007bff !important;">Environmental Law, or a related field is required. Alternatively, a first-level university degree (bachelor’s degree) in the aforementioned areas, combined with two additional years of qualifying experience, will be considered in lieu of the advanced degree.

Experience:
The position requires substantial experience in SES implementation and oversight, particularly in the context of climate and energy projects. Candidates should have a strong background in social and environmental risk management and a proven track record of working with development partners and financial institutions to address E&S risks and safeguards. Experience in capacity-building and advocacy related to SES application is also important.

Languages:
Fluency in written and spoken English and French is mandatory. Knowledge of Portuguese is considered an asset, enhancing the candidate's ability to engage with diverse stakeholders and partners.

Additional Notes:
The SES Specialist will work remotely and must provide their own workstation, including a laptop, internet connection, and other necessary equipment. Flexibility in availability is expected due to interactions with colleagues across different time zones. The contract may be extended based on performance and the demand for SES oversight and advisory support.
