Job Overview:
The position of International Consultant in Customs involves providing expert advice and support to enhance customs operations and compliance in the Comoros. The consultant will be expected to analyze current customs practices, identify areas for improvement, and develop strategies to optimize customs processes. This role requires a deep understanding of international customs regulations and practices, as well as the ability to work collaboratively with local authorities and stakeholders. The consultant will be responsible for delivering high-quality reports and recommendations that align with UNDP's mission and the specific needs of the Comoros. The contract period is from May 2025 to April 2026, during which the consultant will engage in various activities aimed at strengthening the customs framework in the country.

Duties and Responsibilities:
  • Conduct a comprehensive assessment of the current customs operations in the Comoros, identifying strengths and weaknesses.
  • Develop a strategic plan to enhance customs efficiency and compliance, incorporating best practices from international standards.
  • Provide training and capacity-building sessions for customs officials and stakeholders to improve their understanding of customs regulations and procedures.
  • Collaborate with government agencies, private sector stakeholders, and international organizations to foster a coordinated approach to customs management.
  • Prepare detailed reports and presentations on findings, recommendations, and progress made during the consultancy period.
  • Monitor and evaluate the implementation of proposed strategies and provide ongoing support as needed.
  • Ensure that all activities are aligned with UNDP's goals and objectives, and contribute to the overall development agenda of the Comoros.

Required Qualifications:
The ideal candidate should possess a strong background in customs management, international trade, or related fields. A proven track record of working with government agencies and international organizations is essential. The consultant should have excellent analytical and problem-solving skills, with the ability to develop practical solutions to complex issues. Strong communication and interpersonal skills are necessary to effectively engage with diverse stakeholders. Familiarity with UNDP's operational procedures and procurement processes will be an advantage. The candidate should also demonstrate a commitment to ethical practices and sustainable development principles.

Educational Background:
A minimum of a Master's degree in Customs Management, International Trade, Public Administration, or a related field is required. Additional certifications in customs law or trade facilitation will be considered an asset. Continuous professional development in customs and trade-related topics is highly desirable.

Experience:
Candidates should have at least 5 years of relevant experience in customs operations, trade facilitation, or international development. Experience working in the Comoros or similar contexts will be an advantage. The consultant should have a demonstrated ability to manage complex projects and deliver results within tight deadlines. Previous experience with UNDP or other UN agencies is preferred, as it indicates familiarity with the organization's processes and expectations.

Languages:
Fluency in French is mandatory, as it is the official language of the Comoros. Proficiency in English is highly desirable, as it will facilitate communication with international stakeholders. Knowledge of other languages spoken in the region may also be beneficial.

Additional Notes:
This consultancy is for a fixed term from May 2025 to April 2026, and it is expected to be a full-time engagement. The consultant will be required to submit their proposals through the UNDP supplier portal, and all communications regarding the tender must be conducted through the portal's messaging system. The position is open to both national and international candidates, and compensation will be commensurate with experience and qualifications.
