Job Overview:
The Information Systems Officer position is integral to the Office of Information and Communications Technology, specifically within the Enterprise Solutions Service, Enterprise Application Center Americas. The incumbent will be responsible for managing projects that involve feasibility studies, systems analysis, design, development, and implementation of moderately complex systems. This role requires participation in development teams, contributing to major components of complex systems. The officer will develop detailed business requirements, conduct business analysis, and create functional specifications for major systems. Additionally, the position entails providing technical advice to users, maintaining and enhancing existing systems, and troubleshooting issues. The officer will also be involved in user training, research on new technologies, and the development of Service Level Agreements (SLAs) between clients and OICT. The role demands a proactive approach to project management and a commitment to delivering high-quality IT solutions that meet the needs of the organization.

Duties and Responsibilities:
The duties and responsibilities of the Information Systems Officer include managing projects related to systems analysis, design, and implementation of new systems. The officer will develop business requirements and conduct thorough business analysis, including creating wireframes and functional specifications. Responsibilities also include providing technical advice to users, maintaining existing systems, troubleshooting issues, and offering user support. The officer will organize and perform unit and integrated testing, assist users in acceptance testing, and develop training materials and user manuals. Furthermore, the officer will research and evaluate new technologies, participate in writing reports on systems-related topics, and facilitate project requirements discovery meetings. The role may also involve supervising junior staff and collecting data to identify trends for informed decision-making.

Required Qualifications:
Candidates must possess a strong background in information technology and project management, with knowledge of business analysis best practices and advanced technologies. The role requires proficiency in data analysis and problem-solving skills, as well as the ability to maintain and innovate systems. The officer should demonstrate professionalism, teamwork, and client orientation, with a commitment to gender perspectives in all areas of work. Educational Background:
An advanced university degree (Master’s degree or equivalent) in computer science, information systems, mathematics, statistics, or a related field is required. Alternatively, a first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of the advanced degree. Successful completion of degree and non-degree programs in data analytics, business analytics, or data science is considered an advantage.

Experience:
Candidates should have a minimum of five years of progressively responsible experience in project planning, design, development, implementation, and maintenance of information systems. At least three years of experience in project and program management is required, along with experience in the full lifecycle development and implementation of enterprise-scale systems. Experience in data analytics or related areas is desirable, as is familiarity with design thinking and universal design methodologies.

Languages:
Fluency in English is required for this position, as English and French are the working languages of the United Nations Secretariat. Knowledge of another official UN language is considered an advantage, enhancing the candidate's ability to communicate effectively within the organization.
