Job Overview:
The Team Lead (Irrigation and Water Supply) will oversee a team of national engineers, specifically Field Monitoring Officers (FMOs), under the supervision of the Lead engineer" style="border-bottom: 1px dotted #007bff !important;">Civil Engineer. This role involves leading and coordinating technical and management aspects of the team to conduct evaluations, surveys, and measurements necessary for verifying claims related to ADB-financed projects completed before August 15, 202
  • The Team Lead will be responsible for ensuring that FMOs are equipped with the necessary tools and knowledge to perform their tasks effectively, while also handling complex cases directly. The position requires flexibility to adapt to the evolving needs of the project and the local context.

Duties and Responsibilities:
The Team Lead will be responsible for leading the FMOs technically and in terms of team management, coordinating tasks, monitoring progress and quality of work, ensuring health and safety standards, and addressing technical issues as they arise. The Team Lead will also coach and train FMOs, support the Lead Civil Engineer in planning and evaluations, report on progress and quality, and contribute to internal and external reporting activities. The role requires direct handling of sensitive cases and ensuring that the team is prepared for their tasks through adequate training and resource provision.

Required Qualifications:
Candidates must possess either an Advanced University Degree (Master's Degree or equivalent) in Civil Engineering (preferably in Irrigation and Water Supply) with at least 2 years of relevant experience, or a First Level University Degree (Bachelor's Degree or equivalent) in the same field combined with 4 years of relevant experience. Experience in irrigation and water supply systems design and construction, managing teams, quality control, and claims management is essential. Familiarity with satellite imagery and software such as AutoCAD or MicroStation is advantageous, as is previous experience in an international development context.

Educational Background:
An Advanced University Degree (Master's Degree or equivalent) in Civil Engineering, preferably with a focus on Irrigation and Water Supply, is required. Alternatively, a First Level University Degree (Bachelor's Degree or equivalent) in Civil Engineering or a related discipline, combined with significant relevant experience, may be accepted in lieu of a Master's Degree.

Experience:
A minimum of 2 years of experience in irrigation and water supply systems design and construction projects is required. Additionally, candidates should have at least 1 year of experience managing a team of at least three supervisees. Experience in quality control and assurance of irrigation systems, contractor supervision, and claims management is highly desirable. Familiarity with satellite imagery and software tools is also beneficial, along with previous work experience in international development.

Languages:
Fluency in Dari, Pashto, and English (reading, writing, and speaking) is mandatory for this position. Candidates should be able to communicate effectively in all three languages to fulfill the requirements of the role.

The position is offered under a Local ICA Contract at the ICS 9 level, with an ongoing contract duration subject to organizational requirements, availability of funds, and satisfactory performance.
