Job Overview: The Regional Energy Specialist position is integral to UNDP's Sustainable Energy Hub, which focuses on advancing energy access and the clean energy transition across various regions. The role involves providing policy and programmatic support to country offices, facilitating strategic partnerships, and contributing to the development of energy policies that align with UNDP's Strategic Plan. The specialist will work closely with regional teams to promote sustainable energy initiatives, support investment in renewable energy, and ensure that energy transitions are inclusive and just, particularly for vulnerable communities. The position requires a deep understanding of energy systems, climate change mitigation, and the socio-economic factors influencing energy access.
Duties and Responsibilities: The duties of the Regional Energy Specialist include developing strategic approaches for sustainable energy initiatives, providing expert advice on energy and climate policies, establishing partnerships with various stakeholders, and supporting country offices in implementing energy policy frameworks. The specialist will also engage in research and knowledge management, contributing to policy briefs and technical papers, and coordinating efforts to distill lessons learned from regional projects. Additionally, the role involves mobilizing partnerships with UN entities and advocating for energy-related reforms at regional forums. The specialist will be expected to work collaboratively with various teams to address policy issues related to energy access and the SDGs, ensuring that programming aligns with UNDP's corporate guidance.
Required Qualifications: Candidates must possess an advanced university degree (Master’s or equivalent) in energy, engineering, environment, economics, business administration, social sciences, or related fields. A first-level university degree (bachelor’s degree) combined with additional qualifying experience may also be considered. The position requires a minimum of 7 years of relevant work experience in providing policy advice and program support in energy access, energy efficiency, renewable energy, or climate change contexts. Experience in developing country settings and with energy investment projects is essential. Candidates should demonstrate strong analytical, organizational, and communication skills, as well as the ability to work under pressure and manage multiple tasks.
Educational Background: An advanced university degree (Master’s or equivalent) in a relevant field is required. Candidates with a first-level university degree (bachelor’s degree) and additional qualifying experience will also be considered. The educational background should reflect a strong foundation in energy systems, environmental science, economics, or related disciplines, equipping the candidate with the necessary knowledge to address complex energy challenges.
Experience: The position requires a minimum of 7 years of relevant work experience for candidates with a Master’s degree, or 9 years for those with a Bachelor’s degree. This experience should include providing policy advice and program support in energy access, energy efficiency, renewable energy, or climate change across various development contexts. Candidates should have a proven track record of working with governments and stakeholders in developing countries, as well as experience in designing and implementing energy investment projects.
Languages: Fluency in written and spoken English is mandatory. Knowledge of the Russian language is highly desirable, as it may enhance communication and collaboration with stakeholders in relevant regions. Proficiency in additional languages may also be beneficial, depending on the specific regional context of the role.
Additional Notes: The Regional Energy Specialist will be based in Istanbul, Turkey, at the UNDP Regional Hub. The position may allow for flexible working arrangements, including remote work options. The specialist will report to the Regional Team Leader and collaborate with the Director of the Sustainable Energy Hub.
