Job Description
Job Posting Organization:
The Group of Experts on the DRC was established pursuant to security" style="border-bottom: 1px dotted #007bff !important;">Security Council resolution 1533 (2004). This group consists of six experts who possess substantial knowledge, experience, and skills in areas pertinent to the enforcement of the sanctions regime. The Group operates under the direction of the Security Council Committee established by the same resolution and is tasked with monitoring sanctions measures and investigating alleged violations. The Group's mandate can be renewed or terminated by the Security Council, and its work is facilitated by a Coordinator who is also an expert within the Group. The organization emphasizes a commitment to maintaining high standards of professionalism and integrity in its operations, ensuring that its findings and recommendations are based on thorough investigations and evidence-based methodologies.

Job Overview:
The Natural Resources/Finance Expert will play a crucial role in the Group of Experts on the DRC, focusing on the monitoring and investigation of sanctions measures as mandated by the Security Council. This position requires a deep understanding of sanctions-related issues, particularly in the context of the Democratic Republic of the Congo (DRC). The expert will be responsible for contributing to the preparation of investigative reports, midterm and final reports, and recommendations for improved implementation of Security Council resolutions. The role involves extensive travel and engagement with various stakeholders, including government authorities, civil society, and international organizations, to gather information and assess compliance with sanctions. The expert will also be expected to deliver briefings and presentations on the sanctions regime and the Group's activities, ensuring that all findings are communicated effectively to the Security Council and relevant committees.

Duties and Responsibilities:
The duties and responsibilities of the Natural Resources/Finance Expert include:
  • Monitoring sanctions measures and investigating alleged violations related to the DRC.
  • Participating in investigations and contributing to the drafting of reports for the Security Council.
  • Compiling information on individuals and entities potentially involved in sanctions violations.
  • Preparing and delivering briefings on the sanctions regime.
  • Conducting media monitoring relevant to the Group's mandate.
  • Identifying areas for capacity strengthening among States to enhance sanctions implementation.
  • Ensuring that reports adhere to high standards of evidence and methodology.
  • Providing due process to entities and individuals during investigations.
  • Contributing to the Group's work program and travel schedule. 1
  • Drafting correspondence and collating information from various sources. 1
  • Classifying and archiving materials obtained during investigations. 1
  • Submitting an End of Assignment Report at the conclusion of the mandate. 1
  • Abiding by UN rules and regulations, including safety and security policies.

Required Qualifications:
The position requires the following qualifications:
  • Advanced university degree (Master's or equivalent) in military science, political science, international relations, law, journalism, or a related field.
  • A first-level university degree with two additional years of qualifying experience may be accepted in lieu of the advanced degree.
  • A minimum of ten years of progressively responsible experience in relevant areas, including at least three years of field experience.
  • Significant field experience in post-conflict or transitional situations.
  • Strong field research or investigative experience.
  • Proven ability to write high-quality reports.
  • Interpersonal skills to navigate complex political environments.
  • Understanding of sanctions regimes in a UN or regional context is highly desirable.
  • Experience working under UN regulations and culture is also desirable.

Educational Background:
Candidates must possess an advanced university degree (Master's degree or equivalent) in relevant fields such as military science, political science, international relations, law, or journalism. Alternatively, a first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of the advanced degree. This educational background is essential to ensure that the expert has the necessary theoretical and practical knowledge to effectively contribute to the Group's mandate.

Experience:
The position requires a minimum of ten years of progressively responsible experience in relevant areas, with at least three years of field experience. Candidates should have significant experience in post-conflict or transitional situations, demonstrating strong field research or investigative skills. Experience in writing high-quality reports is essential, as is the ability to navigate complex political environments and work effectively within structured organizations. A demonstrated understanding of sanctions regimes in a UN or regional context is highly desirable, as is familiarity with the rules and regulations governing the UN's operations.

Languages:
Fluency in English and French is required for this position. Knowledge of additional languages such as Swahili and/or Lingala is considered an advantage, as it may facilitate communication and engagement with a broader range of stakeholders in the DRC and surrounding regions.

The position is home-based with travel requirements, expected to last for 12 months.
