Job Overview:
The Reporting Officer position at WFP involves contributing to resource mobilization and advocacy efforts in Mauritania. The incumbent will be responsible for delivering high-quality proposals, reports, and briefings to effectively position WFP with various partners, including public and private entities. This role requires proactive engagement in resource mobilization activities, partner profiling, and outreach to maximize funding and technical support for WFP’s initiatives. The Reporting Officer will work closely with the Head of the Partnerships Unit and collaborate with various program and support units to ensure that WFP's strategic objectives are met. The position emphasizes the importance of data-driven decision-making and effective communication to enhance WFP's impact and diversify its resource base. The Reporting Officer will also participate in donor visibility missions and events to advocate for the Sustainable Development Goals (SDGs) and the Zero Hunger agenda.

Duties and Responsibilities:
The Reporting Officer will implement the work plan for assigned areas to help WFP identify, develop, and strengthen quality partnerships. Key responsibilities include:
  • Developing and drafting quality funding proposals, reports, and briefs to support resource mobilization and advocacy efforts.
  • Proactively contributing to resource mobilization by conducting partner profiling and outreach activities.
  • Managing a portfolio of partners, ensuring compliance with conditions and criteria.
  • Utilizing data to present well-researched ideas to expand support from existing partners and identify new partnership opportunities.
  • Gathering operational updates from various WFP entities to inform partner audiences about WFP’s programmatic offerings.
  • Drafting quality briefs and highlighting strategic issues to senior staff.
  • Participating in donor visibility missions and events to advocate for WFP priorities and objectives.
  • Collaborating with internal and external stakeholders to enhance WFP's positioning and influence policy agendas.

Required Qualifications:
Candidates must possess strong written and oral communication skills, including the ability to conduct substantive analysis and report writing. A basic understanding of government strategies and the ability to develop effective relationships with partners is essential. The role requires knowledge of UN/WFP-specific processes and systems, as well as excellent interpersonal skills and cultural sensitivity. The Reporting Officer should be able to work under pressure and meet tight deadlines while maintaining a focus on results and accountability. Additionally, candidates should demonstrate a willingness to learn and adapt to changing circumstances, fostering an inclusive and collaborative work environment.

Educational Background:
The position requires an advanced university degree in Political Science, International Development, Development Economics, International Relations, Law, Marketing, Communications, or a related field. Alternatively, a first university degree with additional years of relevant work experience and/or training may be considered. This educational background is crucial for understanding the complexities of international humanitarian development and the dynamics of partnerships.

Experience:
Candidates should have between 2 to 3 years of postgraduate professional experience in a relevant field, particularly in partnerships, resource mobilization, or donor relations. Desired experiences include developing effective relationships with partners, preparing briefs for resource mobilization, and providing technical support to enhance service delivery excellence. A minimum of two years of relevant professional work experience is required, with a focus on partnerships and resource mobilization.

Languages:
Fluency in English and French is mandatory for this position, with a proficiency level of C. This bilingual requirement is essential for effective communication with diverse stakeholders and partners in the international humanitarian context.
