Job Overview:
The security" style="border-bottom: 1px dotted #007bff !important;">Security Officer position is crucial for ensuring the safety and security of WFP personnel, facilities, and operations in the Tahoua region. The role involves implementing and evaluating security measures, providing updates and recommendations to facilitate informed decision-making, and ensuring compliance with security protocols. The Security Officer will work closely with the head of the sub-office to manage security risks and address any security-related issues that may arise. This position requires a proactive approach to security management, including the collection and dissemination of security information, conducting briefings for staff, and ensuring that all personnel are informed about security matters. The Security Officer will also be responsible for maintaining security equipment and ensuring that all access control procedures are strictly followed. The role demands a high level of vigilance and attention to detail, as well as the ability to manage emergency situations effectively.

Duties and Responsibilities:
  • Advise the head of the sub-office on security risk management and security issues in accordance with the United Nations security management system.
  • Assist in assessing security threats and risks, and prepare reports on developments that may disrupt WFP activities in the Tahoua region.
  • Collect, process, disseminate, and update security information to provide analyses and reports that facilitate decision-making.
  • Ensure that all WFP staff and their dependents are fully informed about security issues through briefings, information sharing, and training.
  • Monitor and implement Security Risk Management (SRM) measures in the area of responsibility and ensure compliance by WFP personnel at all times.
  • Prepare detailed security assessment reports after field missions, providing recommendations for risk mitigation.
  • Assist in managing and maintaining security equipment (PPE, CCTV, etc.) and ensure operational requirements are met.
  • Ensure that all access control procedures are effective and strictly enforced by WFP staff and visitors to maintain a safe working environment.
  • Manage security incidents affecting WFP personnel, facilities, and assets, and record them in the internal WFP system (STARS). 1
  • Contribute to the development and updating of security documents related to planning for effective responses to security incidents or crises. 1
  • Participate in security cell meetings and contribute to the development of security documents (SRM, Security Plan, etc.) in the area of responsibility. 1
  • Liaise and coordinate with UNDSS, local security authorities, UN security personnel, NGOs, and other stakeholders in the Tahoua region to facilitate access for program execution under acceptable security conditions. 1
  • Ensure the security of WFP facilities and assets by conducting physical security assessments and implementing access control procedures. 1
  • Ensure fire detection and firefighting equipment are available in facilities and maintain evacuation plans, organizing drills and training. 1
  • Conduct assessments of international staff residences and advise national staff on measures to enhance their home security. 1
  • Manage the internal escort system, including training escorts, conducting exercises, and updating staff GPS coordinates. 1
  • Supervise and mentor private security agents assigned to secure WFP facilities in the Tahoua region. 1
  • Identify training needs in security and facilitate the organization and supervision of training for WFP staff and private security agents. 1
  • Perform any other tasks assigned by the head of the office and the Chief Security Officer.

Required Qualifications:
Education: Secondary school diploma. Post-secondary certificate in a relevant functional area (military background preferred). Experience: At least six years of professional experience in the field, with experience in general administrative tasks related to security. Knowledge and Skills: - Good understanding of security operations and processes. - Experience in providing technical advice and training to staff in security matters. - Knowledge of security logistics, administration, risk assessment, and coordination with local authorities. - Training and experience in fire safety and related emergency procedures. - Ability to manage emergency situations calmly and effectively. - Attention to detail and constant vigilance to detect security breaches. - Strong communication skills for frequent correspondence with internal staff and external authorities regarding security advisories and incidents. - Willingness to participate in security training and comply with UNSMS standards.

Educational Background:
The position requires a secondary school diploma as a minimum educational qualification. A post-secondary certificate in a relevant functional area, particularly from a military background, is preferred. This educational background is essential to ensure that the candidate possesses the necessary knowledge and skills to effectively manage security operations and respond to emergencies.

Experience:
Candidates should have a minimum of six years of professional experience in security-related roles. This experience should include familiarity with administrative tasks related to security operations, as well as practical experience in assessing and managing security risks. The candidate should have a proven track record of providing technical advice and training to staff in security matters, demonstrating a solid understanding of security protocols and procedures.

Languages:
For this position, proficiency in the official UN language used at the duty station is mandatory, along with proficiency in the local language if it differs from the UN language. This requirement ensures effective communication and understanding of security issues among staff and local authorities.
