Job Overview:
The Programme Policy Officer (Resilience/Livelihoods Expert) position is critical for the implementation of WFP Nigeria's second-generation Country Strategic Plan (CSP) for 2023–202
  • This role focuses on enhancing sustainable livelihoods for vulnerable populations and smallholder farmers through a food systems strengthening approach. The officer will provide operational and technical leadership for the implementation of resilience and livelihoods programming, ensuring quality delivery and long-term sustainability. The position requires collaboration with various stakeholders, including government counterparts and UN agencies, to ensure effective implementation of livelihoods activities, particularly in the context of a joint project with UNICEF funded by KfW/BMZ. The officer will also be responsible for integrating cross-cutting themes such as gender equality and social cohesion into all interventions, contributing to the overall mission of WFP to save and change lives.

Duties and Responsibilities:
The duties and responsibilities of the Programme Policy Officer include providing supervisory support and technical guidance to program staff, developing strategic directions for the resilience and livelihood portfolio, enhancing WFP’s leadership status at the Area Office level, liaising with key stakeholders, supporting government engagements, designing climate-smart agricultural practices, ensuring integration of cross-cutting themes, contributing to knowledge management processes, establishing operational partnerships, advising on functional training development, and leading and motivating a staff team to enable high performance. The officer will also be responsible for project implementation coordination, capacity strengthening support, developing project proposals, and facilitating capacity strengthening initiatives for WFP and cooperating partners.

Required Qualifications:
The position requires a Master's or Bachelor's degree in Natural Resource Management, Forestry, Economics, Agriculture, Environmental Science, Agricultural Engineering, or a related field relevant to security" style="border-bottom: 1px dotted #007bff !important;">security" style="border-bottom: 1px dotted #007bff !important;">food security and livelihoods. Candidates should have a demonstrated focus or interest in rural livelihoods and possess a strong understanding of the complexities involved in implementing resilience and livelihood programs. Knowledge of participatory approaches and community-led change projects is essential, along with experience in food security and nutrition programs. Proficiency in Microsoft Office and geographic information systems is advantageous, as well as strong analytical skills and the ability to communicate effectively in both oral and written forms.

Educational Background:
Candidates must possess a university degree, preferably at the Master's level, in a relevant field such as Natural Resource Management, Agriculture, Environmental Science, or related disciplines. The educational background should reflect a strong focus on food security and livelihoods, with an emphasis on rural development and community engagement.

Experience:
A minimum of 10 years of relevant work experience is required, particularly in areas such as Natural Resource Management, Integrated Watershed Planning, Dryland Agriculture, Rural Development, Social Protection, and Food Security and Nutrition. Candidates should have a proven track record of implementing complex livelihood and resilience programs and should be familiar with the challenges and opportunities in the field.

Languages:
Fluency in English (level B) is mandatory for this position. Proficiency in additional languages may be considered an asset, enhancing communication with diverse stakeholders and partners.
