Job Overview:
The Programme Analyst, Population and Data Management for Policy and Services plays a crucial role in supporting the development and implementation of UNFPA's country programme in Peru. This position focuses on analyzing population issues and their relationship to development, as well as managing data and evidence to inform policy and programmatic decisions. The analyst will work closely with the Assistant Representative and other stakeholders to strengthen the capacity of the country office in demographic analysis, data management, and evidence generation. The role requires innovative approaches to integrate data science and artificial intelligence into population and development initiatives, ensuring that the country office can effectively respond to the needs of vulnerable populations and contribute to national and international development goals.

Duties and Responsibilities:
The Programme Analyst will be responsible for a wide range of duties, including supporting the effective management of UNFPA activities related to population and development, analyzing and proposing the use of demographic and socioeconomic data, and preparing documents for public policy formulation. The analyst will also provide innovative approaches to data science in knowledge products and technical assistance, manage UNFPA's population and development activities, and contribute to the formulation of the United Nations cooperation framework. Additionally, the analyst will support advocacy efforts for national population policies, monitor and evaluate the country programme, and facilitate knowledge exchange on population dynamics and related issues. This role requires collaboration with government counterparts, NGOs, and other UN agencies to ensure timely and efficient delivery of inputs and to strengthen partnerships.

Required Qualifications:
Candidates must possess a Bachelor's degree in demography, population studies, statistics, epidemiology, economics, social sciences, or related fields. A Master's degree in a relevant discipline is preferred. Certification in data science or data analysis is desirable. The position requires five years of professional experience in development and population activities, with a focus on program/project management. Proven experience in designing and analyzing population censuses and health surveys is also desirable. Proficiency in office software, web-based management systems, and statistical software is essential, along with experience in data science and analytics applications.

Educational Background:
The educational requirements for this position include a Bachelor's degree in a relevant field such as demography, population studies, statistics, epidemiology, economics, or social sciences. A Master's degree in a related discipline is highly preferred, as it provides a deeper understanding of the complexities involved in population and development issues. Additionally, certification in data science or data analysis is considered an asset, as it demonstrates the candidate's ability to leverage data for informed decision-making.

Experience:
The ideal candidate should have at least five years of professional experience in the field of development and population activities. This experience should include program and project management, with a proven track record in the design, implementation, and analysis of population and housing censuses, national health and demographic surveys, and gender-based violence initiatives. Practical experience in monitoring and evaluating development projects is also essential, as it ensures that the candidate can effectively assess the impact of programs and make necessary adjustments to achieve desired outcomes.

Languages:
Fluency in both Spanish and English, both spoken and written, is required for this position. This bilingual proficiency is essential for effective communication with diverse stakeholders, including government officials, NGOs, and international partners. While fluency in Spanish is mandatory due to the location of the position in Peru, English proficiency is equally important for engaging with the broader UNFPA community and accessing global resources and knowledge.
