Job Overview:
The Government Finance Division (STAGO) of the IMF’s Statistics Department (STA) is seeking to fill a vacancy for a specialized Economist/Senior Economist. This position plays a crucial role in advancing the international statistical agenda and contributes to the IMF’s core functions through various activities including multilateral and bilateral surveillance, analytical development, and capacity building. The successful candidate will be responsible for developing and updating international statistical standards and methodologies in the fiscal area, managing capacity development activities, and supporting area departments in surveillance and data areas. The role also involves collaboration with international agencies and conducting research and data collection projects that align with the department’s objectives, particularly in showcasing STA fiscal databases for evidence-based policy making.

Duties and Responsibilities:
The Economist/Senior Economist will have a wide range of responsibilities including:
  • Developing and updating international statistical standards and methodologies related to government finance and public sector debt statistics.
  • Managing and implementing capacity development activities, including technical assistance missions and training programs for member countries.
  • Developing, implementing, and managing a statistical data program that supports the Fund’s surveillance and lending activities.
  • Collaborating with area departments to enhance their surveillance and data capabilities.
  • Engaging with international organizations to foster collaboration and improve fiscal data standards.
  • Conducting research and data collection projects that further the department’s objectives, including the effective use of STA fiscal databases.
  • Providing technical assistance in the fiscal statistics areas, ensuring that the division’s expertise aligns with the core mandate of the Fund.

Required Qualifications:
Candidates must possess an advanced degree in macroeconomics, monetary economics, financial economics, public finance, international trade, econometrics, or a related field, supplemented by a minimum of four years of relevant professional experience. Alternatively, a PhD in one of these fields is also acceptable. Essential qualifications include a strong knowledge of government finance and public sector debt statistical methodologies, proven experience in applying these methodologies, and the ability to provide technical assistance in fiscal statistics. Strong written and oral communication skills, along with interpersonal, negotiation, and influencing skills, are also required to develop relationships with staff at various levels in national and international authorities.

Educational Background:
The educational background required for this position includes an advanced degree (Master's or equivalent) in macroeconomics, monetary economics, financial economics, public finance, international trade, econometrics, or a related field. A PhD in one of these areas is highly desirable and may substitute for the required professional experience.

Experience:
Candidates should have a minimum of four years of relevant professional experience in the field of economics, particularly in government finance and public sector debt statistics. Experience in providing technical assistance and capacity development in fiscal statistics is essential. Proven experience in collaborating with international organizations and conducting research projects is also highly valued.

Languages:
Proficiency in English is mandatory, and candidates with additional language skills in French, Spanish, and/or Arabic will be highly regarded. Strong communication skills in these languages will enhance the candidate's ability to engage with diverse stakeholders.

Additional Notes:
This position is a 3-year Term appointment in accordance with the IMF’s employment rules. A regular staff member selected for this position will maintain their open-ended status, while contractual employees will be offered a Term staff appointment. Staff members currently on a term appointment may receive an extension if their current term has not already been extended.
