Job Overview:
The Network Operations Manager will be responsible for managing the technical operations of the South American Digital Network (REDDIG), ensuring optimal efficiency and effective communication with various stakeholders. This role involves coordinating with communication service providers, managing network settings, and providing technical guidance to member states. The position requires a strong understanding of digital networks, particularly VSAT and MPLS technologies, and the ability to develop operational manuals and reports. The successful candidate will play a crucial role in supporting the implementation of ICAO policies and standards in the region, contributing to the advancement of civil aviation in South America.

Duties and Responsibilities:
  • Manage the technical operation of the REDDIG network, ensuring optimum efficiency and addressing operational issues.
  • Coordinate with communication service providers for the introduction of new services and resolve interconnection issues.
  • Follow up with satellite segment providers and assist technical staff of member states for network operation.
  • Prepare monthly reports on network administration and operational status for the Regional CNS Officer.
  • Support the establishment of spare part policies and coordinate administrative aspects for network operation.
  • Prepare annual budget proposals and activity reports for network administration.
  • Implement ICAO policies and standards through the REDDIG platform for air traffic management applications.
  • Perform other related duties as assigned.

Required Qualifications:
  • University degree in Electronic Engineering with a specialization in telecommunications.
  • Ten years of professional experience in managing, operating, and maintaining digital networks, specifically VSAT and MPLS networks.
  • Experience in the installation and operation of VSAT and MPLS networks, including database management and computer science.
  • Knowledge of industry regulations and international standards applicable to digital networks.
  • Familiarity with ICAO rules, recommended practices, and regional planning.

Educational Background:
A university degree in Electronic Engineering with a focus on telecommunications is essential for this position. This educational background provides the necessary technical knowledge and skills required to manage and operate complex digital networks effectively.

Experience:
The candidate must have a minimum of ten years of professional experience in the management, operation, and maintenance of digital networks, particularly in VSAT and MPLS technologies. This experience should include a strong understanding of network administration, logistics management, and reporting. Previous roles should demonstrate a high level of responsibility and expertise in the relevant field.

Languages:
Fluency in reading, writing, and speaking Spanish is essential. A working knowledge of English and Portuguese is also required. Additionally, knowledge of other languages such as Arabic, Chinese, French, or Russian would be considered an asset.

Additional Notes:
This position is fixed-term for an initial period of one year, with the first year being probationary for external candidates. ICAO staff members are expected to conduct themselves in accordance with the standards of conduct for international civil servants.   • The remuneration for this position includes a net base salary of 70,212 USD per annum, plus a post adjustment of 92,380 USD per annum, subject to change.
