Job Overview: The Programme Officer position is based in the ILO Country Office for Senegal, Cape Verde, The Gambia, Guinea, and Guinea-Bissau, located in Dakar, Senegal. The office is responsible for providing strategic guidance and support for the promotion of ILO principles and policies across the countries it covers. The role involves designing, implementing, and managing a wide range of programming activities aimed at improving labor conditions and employment opportunities, particularly for youth. The Programme Officer will work closely with national partners to address the urgent need for skills development and lifelong learning, contributing to solutions for skill mismatches and youth unemployment. The position requires a proactive approach to engage with various stakeholders, including government entities, employers' organizations, and trade unions, to foster collaboration and ensure the effective implementation of projects.
Duties and Responsibilities:
Develop and revise a detailed work plan for the project funded by Norway in Senegal, ensuring alignment with project objectives and expected outcomes, while supporting the effective implementation of activities based on criteria of timeliness, quality, and efficiency.
Lead the timely implementation, monitoring, and evaluation of the project, fulfilling management functions, including technical and administrative supervision of the project team.
Participate in the development of programs/projects and serve as a national advisor on programming matters, drafting parts of program and budget proposals, project proposals, and project background documents.
Monitor ILO programs, projects, and activities through the review, verification, and analysis of work plans, progress reports, and other data to ensure accuracy and completeness.
Identify problems and propose solutions and corrective measures, following up with relevant departments to expedite implementation and achieve objectives.
Provide technical and strategic advice to government and social partners on skills development, vocational training, and lifelong learning.
Maintain close cooperation and coordination with government and employers' and workers' organizations in planning and implementing project activities.
Create and develop a knowledge management system covering the technical activities of the project.
Represent the project in various forums and develop strong links with ILO specialists and colleagues in relevant technical areas. 1
Prepare periodic reports and facilitate the evaluation of all project components in accordance with the project document and work plan. 1
Ensure effective administrative management of the project, guiding and supervising assigned personnel. 1
Enhance the visibility of the project at national and international levels through high-level communication and coordination with key stakeholders.
Required Qualifications: Candidates must possess a university degree in economics, public policy, development studies, or a related field. A strong understanding of policies and systems for skills development and youth employment is essential. Candidates should also have a good knowledge of programming principles and results-based management (RBM) concepts. Familiarity with resource mobilization activities and socio-economic factors affecting labor markets is required. Candidates must demonstrate the ability to interpret and work within applicable rules, regulations, policies, and procedures, as well as proficiency in Microsoft Office software and project management tools.
Educational Background: A bachelor's degree in economics, public policy, development studies, or a related field is required. Advanced degrees or specialized training in relevant areas will be considered an asset.
Experience: A minimum of three years of professional experience related to the planning, monitoring, implementation, and evaluation of programs and/or projects is required. Experience in technical implementation of programs or projects aimed at improving training systems, learning, and youth employment is essential. Candidates should have a proven track record in managing technical cooperation projects within international organizations.
Languages: Fluency in French, both spoken and written, is mandatory. A good command of English is considered an asset, enhancing communication with international partners and stakeholders.
Additional Notes: The position is a full-time contract for a duration of 12 months, with the possibility of extension based on funding availability and satisfactory performance.
