Job Overview: The Principal, Policy and Ethics (PPE) plays a crucial role in safeguarding the integrity of the EBRD by ensuring that the core ethics and integrity policies, procedures, and guidelines are up-to-date, of high quality, and aligned with international best practices. The PPE is responsible for developing and implementing policies and training programs aimed at minimizing the Bank's exposure to Personal Conduct Risks. This position requires regular interaction with Bank personnel and Board officials, providing guidance on ethical matters, conflicts of interest, and the application of the Codes of Conduct and Whistleblowing Policy. Additionally, the PPE will lead the development of training programs and deliver training sessions on various policies under the purview of the Head of Policy and Ethics (HPE). The role is integral to promoting ethical standards and accountability within the Bank's operations.
Duties and Responsibilities: The Principal, Policy and Ethics (PPE) will be accountable to and supervised by the Head of Policy and Ethics (HPE). Key responsibilities include: assisting in the development and implementation of core Bank policies, procedures, and guidelines; providing substantive input into related Bank policies; offering guidance to the Board, management, and staff on the interpretation and application of the Bank's Codes of Conduct and Whistleblowing Policy; supporting the President and the Ethics Committee with authorizations under the Codes of Conduct; delivering effective training to Board Officials, management, and staff on ethics and integrity policies; preparing various reports for OCCO and contributing to the Bank's flagship publications; and undertaking special initiatives and projects as requested by the HPE.
Required Qualifications: Candidates must possess a postgraduate degree in law, finance, banking, or accounting (or equivalent). They should have experience in policy development and interpretation within international organizations, with a preference for those with a background in ethics and institutional integrity. Experience in developing and delivering professional training programs is essential, as well as the ability to work in diverse teams within a multinational organization. A high degree of professionalism, integrity, and independence is required, along with excellent English language drafting skills and the ability to communicate clearly. Familiarity with other languages used in EBRD's countries of operation is advantageous. Strong presentation skills and the ability to conduct training courses at all levels are also necessary, as well as exemplary diplomacy and liaison skills.
Educational Background: The position requires a postgraduate degree in a relevant field such as law, finance, banking, or accounting.
