Job Overview: The director" style="border-bottom: 1px dotted #007bff !important;">Deputy Director General position is a critical role within the Independent Evaluation Department (IED) at ADB, where the individual will be responsible for supporting the Director General in the planning, implementation, and supervision of the department's vision and strategies. Duties and Responsibilities: The Deputy Director General will have a wide range of responsibilities, including:
Leadership and Strategic Management: Assisting the Director General in fulfilling IED's accountability and learning functions, establishing the department's vision and strategies, and ensuring compliance with the Evaluation Policy.
Department Operations Management: Managing department operations, ensuring collaboration within IED and with other ADB departments, and providing advice on human resources management and staff development.
Independent Evaluation: Overseeing the development of quality control systems for evaluation reports, ensuring the adequacy of protocols and methods, and enhancing the quality of evaluation products.
Evaluation Research and Operational Advice: Leading evaluation research on selected topics, providing innovative ideas to enhance the evaluation function, and reviewing proposed operational policies based on evaluation findings.
Networking and Partnerships: Promoting partnerships within and outside ADB, participating in international evaluation forums, and representing IED in discussions with other international financial institutions.
Required Qualifications: Candidates must possess a Master's Degree or equivalent in relevant fields such as Engineering, Economics, Finance, Business Administration, or Public Administration. Alternatively, a university degree with at least 10 years of specialized experience relevant to the position may be considered. Additionally, candidates should have at least 15 years of relevant experience in international development, including a minimum of 5 years in operations or development evaluation within a multilateral setting, and at least 3 years of experience in the Asia and Pacific region. Familiarity with independent evaluation principles and the ability to conceptualize complex development issues are essential, along with exceptional collaboration and communication skills in English.
Educational Background: The educational background required for this position includes a Master's Degree or equivalent in fields such as Engineering, Economics, Finance, Business Administration, Public Administration, or related disciplines. Candidates with a university degree and extensive relevant experience may also be considered, highlighting the importance of practical experience alongside formal education.
Experience: The position requires a significant level of experience, specifically at least 15 years in relevant fields of international development. This includes a minimum of 5 years of experience in operations and/or development evaluation in a multilateral context, as well as at least 3 years of experience working in the Asia and Pacific region. Candidates should have a proven track record of leadership and management in diverse operational areas, preferably within ADB or similar organizations.
Languages: Proficiency in English is mandatory, with exceptional oral and written communication skills required for effective collaboration and representation. While English is the primary language for this position, knowledge of additional languages relevant to the Asia-Pacific region may be considered advantageous but is not mandatory.
Additional Notes: This is a fixed-term appointment for a managerial position, initially for a period of three years, with the possibility of renewal based on ADB's needs and the staff's competencies. The position is not convertible to a regular appointment, and there is no limit on the number of renewals up to the Normal Retirement Date.
