The United Nations Partnership on the Rights of Persons with Disabilities (UNPRPD) is a global initiative that aims to promote the rights and inclusion of persons with disabilities. The program is implemented by various UN agencies including UNDP, UNWOMEN, UNICEF, UNFPA, ILO, and OHCHR. Established to address the challenges faced by persons with disabilities, the UNPRPD operates in multiple countries including Colombia, Mozambique, Tanzania, Panama, and Kenya. The program focuses on creating disability-inclusive and gender-transformative care and support systems, with a mission to influence national policies and practices to better serve individuals with disabilities and their caregivers. The UNPRPD has been operational since April 2024 and is set to conclude in July 2026, with a commitment to ensuring that the rights of persons with disabilities are respected and upheld across all levels of society.

Job Overview:
The consultancy position is aimed at conducting a comprehensive study on the exposure and risk factors of gender-based violence (GBV) faced by women and girls with disabilities in Mozambique, particularly focusing on the role of unpaid caregivers. The consultant will be responsible for assessing the nature of care for persons with disabilities in the Mozambican context, with a specific emphasis on unpaid care. The study will involve identifying risk factors that increase vulnerability to GBV, barriers to accessing support services, and gathering insights from affected individuals. The consultant will also provide recommendations for policies and programs to prevent GBV and improve access to support services. This role requires a deep understanding of the intersections between disability and gender issues, as well as the ability to design and implement inclusive research methodologies that cater to the needs of persons with disabilities.

Duties and Responsibilities:
The consultant will undertake several key responsibilities including:
  • Assessing the nature of care for persons with disabilities in Mozambique, focusing on unpaid care.
  • Conducting research to evaluate the extent of GBV faced by women and girls with disabilities from unpaid caregivers.
  • Identifying risk factors that increase vulnerability to GBV and protective factors that can mitigate these risks.
  • Analyzing barriers faced by women and girls with disabilities in accessing support services after experiencing GBV.
  • Gathering experiences and perceptions of women and girls with disabilities regarding GBV and available support services.
  • Providing insights into the attitudes and behaviors of unpaid caregivers towards GBV.
  • Developing recommendations for policies and interventions aimed at preventing GBV and improving access to support services.
  • Submitting a detailed work plan and adhering to timelines and deliverables as outlined in the consultancy agreement.

Required Qualifications:
The position requires an advanced university degree in social science, public health, gender/development studies, or a related field. Candidates must have at least 7 years of experience in conducting qualitative and quantitative research, particularly in sensitive areas such as GBV against women and girls with disabilities. A strong understanding of GBV and disability issues, as well as knowledge of human rights and protection laws, is essential. Familiarity with UNFPA's style and experience in editing and proofreading UN documents are considered assets. The consultant should also possess the ability to design and implement research methodologies that effectively gather in-depth information on the subject matter.

Educational Background:
Candidates must hold an advanced university degree in a relevant field such as social science, public health, gender studies, or development studies. This educational background is crucial for understanding the complexities of the issues at hand and for conducting rigorous research that meets ethical standards and academic rigor.

Experience:
The consultant is expected to have a minimum of 7 years of relevant experience in conducting research, particularly in the areas of gender-based violence and disability. This experience should include the ability to design and implement research methodologies that are sensitive to the needs of vulnerable populations, as well as a strong understanding of the intersections between gender and disability.

Languages:
Proficiency in both Portuguese and English is required for this position. This bilingual capability is essential for conducting research, engaging with participants, and preparing reports that meet the linguistic needs of the stakeholders involved. Additional language skills may be considered an asset but are not mandatory.

The consultancy is expected to last for a total of 40 working days, commencing on May 19, 2025, and concluding no later than July 18, 202
  • The consultant will work remotely but may be required to travel to Maputo and Manica provinces for meetings. The remuneration for this consultancy is a lump sum payment of USD 23,536, which includes travel expenses. Payment will be made in three tranches based on the submission of deliverables, including an inception report, case studies, and the final research report.
