Job Overview:
The Program Deputy Field Coordinator (P-DFC) is responsible for overseeing the implementation of programs in Rakhine State, Myanmar. This role is crucial in aligning the programs with SI's annual country strategy and adapting to the evolving humanitarian needs in the region. The P-DFC will support the design and implementation of new projects, ensuring high-quality project execution through direct management of Program Managers. Additionally, the P-DFC will assist the Field Coordinator in representing the organization in external meetings. The position requires a proactive approach to program monitoring, institutional capacity building, and effective communication with stakeholders. The P-DFC will also face challenges such as deteriorating security" style="border-bottom: 1px dotted #007bff !important;">security and political conditions in Rakhine, which may impact program delivery and necessitate strategic adjustments.

Duties and Responsibilities:
The main responsibilities of the Deputy Field Coordinator include:
  • Supervising the implementation of programs in Rakhine State, ensuring alignment with SI's strategic objectives.
  • Directly managing Program Managers to oversee project quality and execution.
  • Supporting the Field Coordinator in external representation and communication with key partners.
  • Coordinating program monitoring and evaluation activities to assess project impact and effectiveness.
  • Building institutional capacity among project managers in areas such as project cycle management and WASH technical skills.
  • Preparing reports and documentation for internal and external stakeholders.
  • Engaging with local partners and communities to foster collaboration and support for program initiatives.
  • Adapting to the evolving security and political landscape in Rakhine, ensuring that program activities are responsive to the needs of affected populations.
  • Organizing regular meetings with team members and stakeholders to discuss progress, challenges, and strategies for improvement.

Required Qualifications:
Candidates must possess the following qualifications:
  • A minimum of 5 years of experience in the humanitarian sector, with a focus on program management.
  • Proven experience in a similar position, demonstrating leadership and management capabilities.
  • Strong technical background in water and sanitation, with a thorough understanding of WASH principles and practices.
  • Excellent project management skills, including budget management and resource allocation.
  • Experience in community mobilization and engagement, with a track record of fostering dialogue with local communities.
  • Strong analytical skills and the ability to proactively identify and address challenges in program implementation.
  • Exceptional coordination and communication skills, with the ability to represent the organization effectively in external settings.

Educational Background:
The ideal candidate should have a relevant educational background, typically a degree in humanitarian studies, international development, public health, or a related field. Advanced degrees or specialized training in WASH or project management are advantageous and may enhance a candidate's suitability for the role.

Experience:
Candidates should have extensive experience in the humanitarian sector, specifically in program management roles. A minimum of 5 years in similar positions is required, with demonstrated success in managing complex projects in challenging environments. Experience in Rakhine or similar contexts is highly desirable, as it provides valuable insights into the local dynamics and challenges faced by humanitarian organizations.

Languages:
Fluency in English is mandatory for this position, as it is the primary language of communication within the organization and with international partners. Proficiency in Myanmar language is considered an asset, as it facilitates engagement with local communities and stakeholders. Knowledge of French is also advantageous, broadening communication capabilities within the organization and with French-speaking partners.

Additional Notes:
This position is a short-term contract with a duration of 1 year, based in Sittwe, Myanmar. The role is full-time and involves significant responsibilities in a challenging operational context. The salary for this position starts at EUR 2,475 gross per month, which includes a base salary and an annual leave allowance. Additionally, a monthly per diem of USD 500 is provided. SI covers accommodation costs and travel expenses for expatriates. The organization implements a break system, allowing for time off every three months, along with a break allowance. Expatriates are also provided with a comprehensive insurance package covering healthcare expenses and essential vaccinations. Living conditions in Sittwe may be limited, with restricted access to internet and social amenities.
