Job Overview: The Senior Energy Efficiency Officer will be based in Algiers, Algeria, and will work under the African Energy Commission (AFREC) for a two-year term, which includes a one-year probation period. This role is crucial for providing technical expertise in executing the African Energy Efficiency Programme, which aims to enhance the capacity of African Union (AU) Member States in improving energy efficiency. The officer will be involved in reducing the strain on energy infrastructure, decreasing fossil fuel demand, and making energy bills more competitive. The position requires collaboration with AU Member States, Regional Economic Communities, and various stakeholders to implement the African Energy Efficiency Strategy and its action plan, focusing on project development, budgeting, stakeholder engagement, and monitoring and evaluation.
Duties and Responsibilities: The Senior Energy Efficiency Officer will be responsible for a wide range of duties, including:
Supporting the preparation and implementation of the African Energy Efficiency Programme.
Contributing to the development and implementation of strategies, policies, programmes, and action plans.
Liaising with Member States, Regional Economic Communities, and other stakeholders to ensure coordination and collaboration.
Preparing and developing reports, budgets, and work programmes under the African Energy Efficiency Programme.
Mobilizing resources in close coordination with relevant stakeholders.
Conducting complex analyses and generating accurate reports for internal and external use.
Coordinating with various divisions of AFREC and relevant departments of the African Union Commission.
Promoting AFREC's activities by preparing leaflets, guidelines, and fact sheets as needed.
Required Qualifications: Candidates must possess either a Master’s Degree in Energy, Renewable Energy, Energy Efficiency, Energy Economics, Energy Management, or a related field with seven years of experience, including three years relevant to electricity grid losses reduction strategies; or a Bachelor’s Degree in Electrical Engineering, Energy, Renewable Energy, Energy Efficiency, Energy Economics, Energy Management, or a related field with ten years of experience, including three years relevant to electricity grid losses reduction strategies. Candidates should have experience in electricity power system design and operation, including electricity grid losses determination and reduction, as well as experience in modelling and simulation, and measurement of electricity system losses. A proven track record of outstanding report writing and oral communication abilities is essential.
Educational Background: The educational background required for this position includes a Master’s Degree in Energy, Renewable Energy, Energy Efficiency, Energy Economics, Energy Management, or a related field in science and engineering. Alternatively, a Bachelor’s Degree in Electrical Engineering, Energy, Renewable Energy, Energy Efficiency, Energy Economics, Energy Management, or a related discipline is acceptable, provided the candidate has the requisite years of experience in the field.
Experience: The position requires a significant level of experience, specifically seven years for candidates with a Master’s Degree or ten years for those with a Bachelor’s Degree. This experience must include at least three years of relevant work focused on electricity grid losses reduction strategies. Candidates should also have experience in the development and implementation of energy efficiency strategies, policies, and regulations, particularly in developing countries with a focus on the power sector.
Languages: Proficiency in English is mandatory for this position. Additionally, proficiency in one or more other working languages of the African Union will be considered an advantage, enhancing the candidate's ability to communicate effectively within the organization and with stakeholders.
Additional Notes: The appointment will be on a fixed-term contract for two years, with the first twelve months serving as a probationary period. After the probation, the contract may be renewed annually for the project period, which extends up to the end of 2028, contingent upon satisfactory performance and deliverables. The position is classified at Grade P3 within the African Union Commission's grading structure, and the remuneration includes a base salary along with applicable benefits and allowances.
