Job Overview: The Senior Programme Officer position is a critical role within NORCAP, aimed at supporting the African Energy Commission (AFREC) in executing its energy efficiency and renewable energy initiatives. This position is based in Algiers, Algeria, and is designed for a two-year term with a 12-month probation period. The Officer will be responsible for ensuring that the development of programs and operational support services align with AFREC's mandate. The role requires a deep understanding of energy policies and the ability to coordinate with various stakeholders, including member states and regional economic communities. The Officer will actively contribute to the development and implementation of strategies and policies that promote energy transition and sustainability in Africa.
Duties and Responsibilities: The Senior Programme Officer will have a wide range of responsibilities, including but not limited to: supporting the preparation and implementation of the African Energy Efficiency Programme and related initiatives; conducting complex analyses and generating timely reports for internal and external stakeholders; liaising with various divisions within AFREC and the African Union Commission to ensure alignment and coordination; promoting AFREC's programs through the creation of informational materials; mobilizing resources in collaboration with relevant stakeholders; organizing meetings, training sessions, and workshops at various levels; and articulating AFREC's programs through policy briefs and sector reports. The Officer will also be responsible for identifying result-based interventions at national, regional, and continental levels, ensuring that all activities are in line with AFREC's strategic goals.
Required Qualifications: Candidates must possess a Master's Degree in Energy, Renewable Energy, Energy Efficiency, Energy Economics, Energy Management, or a related field, along with at least seven years of experience in the energy sector. Alternatively, a Bachelor's Degree in a similar field with ten years of relevant experience is acceptable. Previous experience in managing partner-funded programs, particularly those funded by the EU or Denmark, is highly desirable. Candidates should demonstrate a strong understanding of global energy dynamics and transition policies, as well as possess excellent report writing and communication skills.
Educational Background: The educational requirements for this position include a Master's Degree in a relevant field such as Energy, Renewable Energy, Energy Efficiency, Energy Economics, or Energy Management. A Bachelor's Degree in a related discipline is also acceptable, provided the candidate has substantial experience in the energy sector. The educational background should ideally include coursework or training that equips the candidate with the necessary knowledge and skills to effectively contribute to energy policy development and program implementation.
Experience: The ideal candidate should have a minimum of seven years of experience in the energy sector, particularly in roles that involve establishing, coordinating, and implementing energy-related programs. Experience with EU-funded or Danish-funded projects is considered an asset. Candidates should have a proven track record of managing complex projects and delivering results in a timely manner, as well as experience in stakeholder engagement and resource mobilization.
Languages: Proficiency in English is mandatory for this position. Additionally, candidates who are proficient in one or more of the other working languages of the African Union will have an advantage. This linguistic capability is essential for effective communication and collaboration with diverse stakeholders across the continent.
Additional Notes: The appointment will be on a fixed-term contract for two years, with the first twelve months serving as a probationary period. Following the probation, the contract may be renewed annually based on satisfactory performance and project deliverables. The position is classified at Grade P3 within the African Union Commission's grading structure, and the remuneration package includes a base salary along with applicable benefits and allowances.
