Job Overview: The Administrative and Financial Assistant (AAF) will play a crucial role in supporting the Directorate of Maternal and Child Health (DSME) in Senegal as part of the 9th Cooperation Programme between the Government of Senegal and UNFPA for the period 2024-202
This position is vital for ensuring effective administrative and financial management of the funds allocated to DSME by UNFPA. The AAF will be responsible for monitoring financial transactions, maintaining accurate records, and ensuring compliance with UNFPA's financial and administrative procedures. The role requires a proactive approach to problem-solving and the ability to work collaboratively with various stakeholders to achieve the program's objectives. The AAF will report directly to the UNFPA Senegal Operations Manager and will be expected to contribute to the overall success of the partnership between UNFPA and the Ministry of Health and Social Action.
Duties and Responsibilities: The Administrative and Financial Assistant will have a wide range of responsibilities, including but not limited to: ensuring the administrative and financial management of the PTA activities of DSME and its partners; participating in the preparation and execution of budgets for ATP activities; maintaining a reliable filing system for financial documents; processing quarterly cash advances; ensuring the completeness and validity of supporting documents; preparing financial reports and reconciliations; conducting financial monitoring and pre-audit missions; assisting in capacity building efforts; managing procurement processes; and ensuring compliance with all relevant procedures. The AAF will also be involved in organizing workshops and seminars, maintaining communication with stakeholders, and participating in UNFPA statutory meetings. This role requires a high level of attention to detail, organizational skills, and the ability to work under pressure while meeting deadlines.
Required Qualifications: Candidates must possess a high school diploma, with a university degree (Bac + 4) in Finance, Financial Management, or Accounting being desirable. Additionally, candidates should have at least five years of professional experience in finance, management, administration, and accounting, preferably within the public or private sector. A strong understanding of Results-Based Management, as well as experience in the administrative and financial management of UN programs and projects, is essential. Knowledge of the health sector organization in Senegal and relevant legislation is also required. Proficiency in computer skills and the ability to undertake field missions are necessary, along with strong interpersonal skills and the ability to work effectively under pressure.
Educational Background: The position requires a minimum of a high school diploma, with a preference for candidates holding a university degree (Bac + 4) in Finance, Financial Management, or Accounting. This educational background is essential for understanding the financial and administrative processes involved in managing funds and resources effectively within the context of UNFPA's operations.
Experience: Candidates should have a minimum of five years of professional experience in finance, management, administration, and accounting.
