Job Overview: The Planning Monitoring & Evaluation (PM&E) Adviser plays a pivotal role in UNFPA by providing technical advice, guidance, and quality assurance for results-oriented planning, monitoring, reporting, and evaluation across the region. This position is crucial for strengthening capacities and facilitating knowledge sharing on PM&E issues. The adviser collaborates closely with the Policy and Strategy Division and the Evaluation Office at UNFPA headquarters, ensuring that the organization's strategic objectives are met through effective monitoring and evaluation practices. The PM&E Adviser is responsible for promoting a culture of evidence-based program management, ensuring that evaluation findings are integrated into regional and country-level programming, and leading the implementation of corporate policies and standards.
Duties and Responsibilities: The PM&E Adviser is tasked with several key responsibilities, including:
Strategic Results Support: Contributing to the formulation of the Regional Programme by analyzing evaluative evidence and ensuring the integration of evaluation findings into programming. Providing oversight for regional and country programmes, developing annual work plans for evaluations, and assisting country offices in establishing monitoring systems.
Capacity Development: Conducting capacity-building initiatives to enhance evidence-based program management within UNFPA and partner institutions. Ensuring PM&E officers are well-versed in UNFPA policies and participating in relevant training sessions.
Evidence and Knowledge Development: Analyzing and disseminating knowledge on monitoring and evaluation practices, leading the incorporation of evaluation results into organizational strategies, and managing regional programme evaluations.
Quality Assurance: Advising on the validity of monitoring and evaluation strategies, providing technical support for evaluations, and ensuring compliance with UNFPA Evaluation Policy.
Additional Duties: Carrying out any other responsibilities as assigned by UNFPA leadership, which may include supporting various evaluation initiatives and contributing to the overall effectiveness of the organization.
Required Qualifications: Candidates must possess an Advanced University Degree or equivalent (preferably Ph.D.) in relevant fields such as statistics, economics, public health, social sciences, or international development. Additional training in monitoring and evaluation is considered an asset. The position requires a strong understanding of global and regional geopolitical issues relevant to UNFPA's mandate, as well as knowledge of methods and techniques for effective planning, monitoring, and evaluation.
Educational Background: The educational background required for this position includes an Advanced University Degree or equivalent in fields such as statistics, economics, public health, social sciences, demography, international relations, or development management. A Ph.D. is preferred, and additional training in monitoring and evaluation is advantageous.
Experience: Candidates should have at least 10 years of progressively responsible professional experience in international development, with a minimum of five years at the international level. They should have substantial experience in managing complex evaluations and a proven track record of producing high-quality evaluations. Experience in setting up monitoring systems for development and humanitarian programs is essential, along with familiarity with the UNFPA's operational context.
Languages: Fluency in English is mandatory, while proficiency in French is considered an asset. Candidates should be able to communicate effectively in both languages to engage with diverse stakeholders and partners.
