Job Overview:
The National Programme Coordinator will play a crucial role in the effective execution and successful implementation of projects funded by Canada and Luxembourg. This position involves formulating, implementing, coordinating, and reporting on technical and financial aspects of the projects, ensuring compliance with national policies and the UNFPA Country Program in Senegal. The coordinator will report directly to the UNFPA Deputy Resident Representative and will be responsible for enhancing access to quality services for women and youth, particularly in the areas of reproductive health and gender-based violence. The role requires a strategic approach to program management, focusing on results-based management and the integration of lessons learned into program delivery. The coordinator will also be tasked with strengthening partnerships and mobilizing resources to support reproductive health initiatives across various regions in Senegal.

Duties and Responsibilities:
The National Programme Coordinator will be responsible for coordinating the implementation of Canadian and Luxembourg projects, ensuring alignment with the Country Program. Key duties include providing strategic and technical support for program planning and implementation, ensuring quality program delivery, analyzing the political and social environment related to sexual and reproductive health, and establishing collaborative relationships with regional experts and partners. The coordinator will also oversee financial execution, prepare statutory reports for donors, organize field monitoring visits, document best practices, and support resource mobilization efforts. Additionally, the coordinator will lead advocacy initiatives to enhance UNFPA's visibility and strengthen partnerships with various stakeholders, including government agencies, civil society, and private sector partners.

Required Qualifications:
Candidates must possess an advanced university degree in health or relevant social sciences, with a minimum of a Master's degree. Strong field experience is essential, with at least five years of experience in project and program development and management, particularly in results-based management. Candidates should have a solid understanding of national health systems and experience in managing partnerships with government entities, civil society, and UN agencies. Excellent analytical, synthesis, and writing skills are required, along with the ability to manage technical and financial aspects of development programs. Strong interpersonal and communication skills, negotiation abilities, and proficiency in basic computer software (Word, PowerPoint, Excel) are also necessary.

Educational Background:
An advanced university degree in health or relevant social sciences is required for this position. A Master's degree is the minimum educational qualification expected from candidates, ensuring they have the necessary theoretical knowledge and practical understanding of the field.

Experience:
Candidates should have a minimum of five years of relevant experience in project and program development and management. This experience should include a focus on results-based management and a demonstrated ability to align projects with national priorities. Strong field experience is crucial, as is the ability to manage and coordinate partnerships effectively.

Languages:
Fluency in French is mandatory, while proficiency in English is also required. This bilingual capability is essential for effective communication and collaboration with various stakeholders, including international partners and donors.
