The UN Resident Coordinator Office (UNRCO) plays a crucial role in supporting countries to meet their development priorities and is led by the UN Resident Coordinator, who is the highest-ranking UN official in the country.
Job Overview: The Head of the Resident Coordinator Office (RCO) in Yerevan, Armenia, is responsible for managing the office's resources and providing support to the UN Resident Coordinator (RC) and the UN Country Team (UNCT). This position involves strategic planning, programming, financing, communications, advocacy, and partnerships to ensure effective UN support for the implementation of the 2030 Agenda. The incumbent will lead the provision of strategic guidance to the RC and UNCT, ensuring that UN activities align with national development goals and priorities. The role requires a deep understanding of sustainable development and the ability to coordinate multi-stakeholder efforts to achieve the SDGs.
Duties and Responsibilities:
Lead the provision of strategic guidance to the RC and UNCT for effective UN support in implementing the 2030 Agenda through the new generation CCA/UNSDCF.
Facilitate and oversee the initiation and coordination of external partnerships and joint resource mobilization efforts for the UNSDCF.
Coordinate and support the roll-out and implementation of the efficiency agenda, including business operations strategy and common premises.
Lead and coordinate overall management of the RCO to ensure efficient and effective substantive coordination support to the RC/UNCT, adhering to organizational policies and procedures.
Required Qualifications: Candidates must possess a proven knowledge and understanding of sustainable development theories, concepts, and approaches. They should demonstrate the ability to identify strategic issues, generate innovative solutions, and communicate effectively. Strong leadership skills, including the ability to empower others and drive change, are essential. Candidates must also exhibit professionalism, planning and organizing skills, and sound judgment in decision-making.
Educational Background: An advanced university degree (Master’s degree or equivalent) in business or public administration, sustainable development, social sciences, education, or a related area is required. A first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of the advanced degree. Successful completion of programs in data analytics, business analytics, or data science is an advantage.
Experience: A minimum of ten years of progressively responsible experience in strategic planning, sustainable development policy, and program development and management in the context of development cooperation is required. Candidates should have experience in multi-stakeholder coordination, team leadership, UN interagency coordination, and designing partnership and resource mobilization strategies. Experience in promoting knowledge management in development cooperation is also required, while experience in data analytics is desirable.
Languages: Fluency in English is required, as it is one of the working languages of the United Nations Secretariat. Knowledge of French is also required, and knowledge of Russian or another official UN language is considered an advantage. Fluency is defined as a rating of 'fluent' in all four areas (reading, writing, speaking, understanding).
Additional Notes: This is a fixed-term position with an initial appointment period of one year, subject to availability of funds and budgetary approval.
