Job Overview:
The (Senior) Public Sector Specialist position is a critical role within the Public Sector Management and Governance Sector Office of the Asian Development Bank. This position is designed for individuals who are passionate about making a significant impact on public sector policy and management in the Asia-Pacific region. The specialist will engage with Developing Member Country (DMC) governments to facilitate policy dialogue and support sector reforms. The role involves leading the formulation of public sector strategies, managing loans and technical assistance projects, and ensuring effective implementation and development impact. The specialist will also be responsible for mentoring junior staff and collaborating with various stakeholders to enhance public sector management and governance. This position requires a deep understanding of public management issues and the ability to navigate complex political and economic environments.

Duties and Responsibilities:
The (Senior) Public Sector Specialist will have a wide range of responsibilities, including but not limited to: leading the formulation and articulation of public sector policies and strategies; engaging with DMC governments in policy dialogue; identifying, developing, processing, and administering loans and technical assistance projects; providing technical support and knowledge to stakeholders; overseeing project teams and ensuring effective implementation; participating in the formulation of economic sector programs; coordinating with other sectors and departments within ADB; leading the review of portfolio performance; promoting innovation in public sector management; and supervising junior staff while ensuring their ongoing development. The specialist will also be expected to contribute to advocacy, training, and knowledge building around public sector management issues, and to effectively handle project closures and consultations with governments on results and lessons learned.

Required Qualifications:
Candidates for the (Senior) Public Sector Specialist position must possess a Master's degree or equivalent in Economics, Finance, Public Policy, or related fields. Alternatively, a university degree in these areas combined with at least 5 years of specialized experience relevant to the position may be considered. Additionally, candidates should have at least 6 years of relevant professional experience in public management, governance, or institutional development. International experience working in multiple countries is essential, along with broad experience in project preparation and policy analysis. Demonstrated leadership skills and experience in managing teams and technical projects are also required, as well as significant expertise in ADB's operational areas or breadth across multiple areas with in-depth knowledge in one.

Educational Background:
The educational background required for this position includes a Master's degree or equivalent in relevant fields such as Economics, Finance, or Public Policy. Candidates with a university degree in these areas and substantial relevant experience may also be considered. The educational qualifications should reflect a strong foundation in economic and public policy analysis, which is crucial for the role.

Experience:
The position requires a minimum of 6 years of relevant professional experience in public management, governance, or institutional development. Candidates should have a proven track record of working on projects related to public sector management and governance, with international experience being highly valued. Experience in leading teams and managing complex projects is essential, as well as familiarity with ADB's operational frameworks and policies.

Languages:
Excellent written and verbal communication skills in English are mandatory for this position. Proficiency in additional languages relevant to the Asia-Pacific region may be considered an asset, enhancing the ability to engage with diverse stakeholders and clients.
