Job Overview:
As a (Senior) Financial Management Specialist at ADB, you will play a crucial role in enhancing the financial management capabilities of the organization. This position is situated within the Financial Management Division of the Procurement, Portfolio and Financial Management Department. Your primary responsibilities will include providing technical guidance and advice on financial management and financial due diligence (FDD) issues related to sovereign operational activities. You will be expected to support the implementation of financial management guidelines and procedures, ensuring compliance with ADB's policies. Additionally, you will lead financial management assessments of executing and implementing agencies, conduct financial evaluations, and propose mitigation measures for identified risks. Your role will also involve mentoring junior team members and collaborating with various stakeholders to ensure high standards of financial management performance across ADB's projects.

Duties and Responsibilities:
The (Senior) Financial Management Specialist will be responsible for a wide range of duties, including but not limited to:
  • Providing technical guidance and analysis on financial management and FDD issues in sovereign operations, ensuring adherence to ADB policies.
  • Supporting the implementation of financial management guidelines for the review of Audited Project Financial Statements (APFS) and Audited Entity Financial Statements (AEFS).
  • Advising Resident Missions and sovereign operations on financial management strategies in Developing Member Countries (DMCs).
  • Leading financial management assessments of executing and implementing agencies, including capacity assessments and risk evaluations.
  • Preparing financial projections and conducting financial analyses to determine sustainability and cost-recovery policies.
  • Conducting financial evaluations and proposing mitigation measures for financial risks.
  • Ensuring compliance with ADB's financial management and audit requirements by reviewing audit recommendations.
  • Supervising the performance of reporting staff and facilitating ongoing learning and development.
  • Engaging in knowledge sharing activities and participating in relevant forums to stay updated on financial management practices.

Required Qualifications:
To be considered for the position of (Senior) Financial Management Specialist, candidates must possess the following qualifications:
  • A university degree in Business, Finance, Commerce, or related fields; a post-graduate degree or equivalent is preferred.
  • A professional accounting qualification (e.g., CPA, CA, ACCA) from a recognized institution is mandatory.
  • A CFA qualification is considered an advantage.
  • A minimum of 6 years of relevant professional experience in financial management, accounting, budgeting, or auditing, preferably in both private and public sectors.
  • International experience working in various countries, particularly in ADB's DMCs, is highly desirable.
  • Proven experience in leading projects and conducting knowledge sharing sessions.
  • Excellent verbal and written communication skills in English, with the ability to mentor and guide team members effectively.

Educational Background:
Candidates must have a university degree in a relevant field such as Business, Finance, or Commerce. A post-graduate degree or equivalent is preferred, as it demonstrates a higher level of expertise and understanding of complex financial management concepts. Additionally, a professional accounting qualification from an internationally recognized institution is mandatory, ensuring that the candidate has the necessary technical skills and knowledge to perform effectively in this role.

Experience:
The position requires at least 6 years of relevant professional experience in financial management, which may include roles in accounting, budgeting, or auditing. Candidates should have experience in both the private and public sectors, with a strong emphasis on international experience, particularly in ADB's Developing Member Countries. Demonstrated experience in leading projects and conducting knowledge sharing sessions is essential, as this role involves mentoring junior staff and collaborating with various stakeholders.

Languages:
Fluency in English is mandatory, as the role requires excellent verbal and written communication skills. Candidates should be able to articulate complex financial concepts clearly and effectively. While English is the primary language required for this position, knowledge of additional languages relevant to ADB's DMCs may be considered an advantage, enhancing communication with diverse stakeholders.
