Job Overview:
The (Senior) Natural Resources and Agriculture Specialist position is a critical role within the Agriculture, Food, Nature, and Rural Development Sector Office (SG-AFNR) of the Asian Development Bank. This position is designed for individuals who are passionate about making a significant impact on natural resource management, biodiversity conservation, and sustainable agricultural practices in developing member countries (DMCs). The specialist will be responsible for leading the formulation and implementation of policies, strategies, and programs related to natural resources management, agriculture, and rural development. This includes overseeing the development and administration of loans, grants, and technical assistance projects, as well as providing technical support to stakeholders involved in these initiatives. The role requires a strong understanding of the challenges and opportunities within the AFNR sector, and the ability to engage with senior government officials and development partners to drive policy reforms and innovative solutions. The specialist will also play a key role in mentoring junior team members and ensuring the effective implementation of projects to achieve desired development outcomes.

Duties and Responsibilities:
The duties and responsibilities of the (Senior) Natural Resources and Agriculture Specialist include:
  • Leading assessments of AFNR sector situations, policies, strategies, and programs in DMCs to identify development needs and prepare sector strategies.
  • Developing, processing, and administering loans, grants, and technical assistance projects in areas such as natural resources management, biodiversity conservation, and rural development.
  • Conducting policy dialogues with senior government officials and development partners to promote regulatory and institutional reforms.
  • Representing the AFNR sector in the development of ADB Country Partnership Strategies.
  • Identifying and implementing innovative solutions to address the nature-food-climate nexus and enhance cross-sector investments.
  • Collaborating with regional and subregional programs to integrate initiatives into country strategies.
  • Building and maintaining strategic partnerships with external organizations for knowledge sharing and project opportunities.
  • Participating in meetings and events to promote ADB's AFNR initiatives and share knowledge.
  • Generating and disseminating knowledge solutions and best practices in the AFNR sector. 1
  • Mentoring and supervising junior staff, ensuring their ongoing development and performance management. 1
  • Performing other duties as assigned in line with the workplan.

Required Qualifications:
Candidates for the (Senior) Natural Resources and Agriculture Specialist position must possess the following qualifications:
  • A university degree in natural resource policy or economics, agriculture, environmental science/management, or a related field.
  • A minimum of 6 years of relevant professional experience in areas such as natural resources management, biodiversity conservation, and rural development.
  • Proven experience in preparing, processing, and administering projects, including loans, grants, and technical assistance.
  • Strong coordination skills with external partners, including universities and international organizations.
  • International experience working in multiple countries, preferably within ADB's developing member countries.
  • Excellent written and verbal communication skills in English, with the ability to engage effectively with diverse stakeholders.

Educational Background:
The educational background required for this position includes a university degree in fields related to natural resource policy, agriculture, environmental science, or similar disciplines.
