Job Overview: The Project Analyst position is situated within the Water and Urban Sector Office (SD-WUD) of the Sectors Department 2 (SD2) at ADB. This role is crucial for providing analytical and statistical support to the assigned project portfolio, which includes technical support in portfolio management, project administration, and project processing activities related to loans and technical assistance (TA). The Project Analyst will be responsible for supporting the administration of investment projects, TA projects, and sector work, with a focus on the WUD Sector Support project. This includes tasks such as procurement and consultant recruitment reviews, guidance to executing and implementing agencies, and ensuring compliance with ADB policies and procedures. The role also involves compiling data and statistics, preparing project records, analyzing project performance, and contributing to project-specific reports. The Project Analyst will participate in various project missions and provide support in project processing, ensuring that project implementation arrangements are effectively designed and managed. This position requires a strong analytical mindset, excellent communication skills, and the ability to work collaboratively within a team to achieve project goals and objectives.
Duties and Responsibilities: The duties and responsibilities of the Project Analyst include:
Supporting project administration of investment projects, TA projects, and sector activities, focusing on WUD Sector Support project processing and administration.
Conducting procurement and consultant recruitment reviews and providing guidance to executing and implementing agencies on ADB policies and procedures.
Preparing and updating Project Administration Manuals for assigned projects, including data gathering and drafting writeups.
Compiling data and statistics on contract awards and disbursements, providing analytical inputs to project team leaders and government counterparts.
Maintaining project records in ADB systems, ensuring compliance with quality and service level standards.
Analyzing project performance and providing inputs to ensure project progress and performance targets are met.
Contributing to project-specific and portfolio reports, and participating in regional or sectoral portfolio meetings.
Assisting in project inception, review, midterm review, and completion missions as required.
Providing data and analyses for mission reports and contributing to project completion reports. 1
Supporting project processing missions, including designing project implementation arrangements and reviewing financing plans. 1

Required Qualifications: To qualify for the Project Analyst position, candidates must possess a Bachelor’s degree in finance, business administration, engineering, or a related field. Additionally, candidates should have at least 5 years of relevant work experience, demonstrating in-depth knowledge and experience with ADB operations, business processes, procedures, modalities, and workflows. Proficiency in ADB’s information technologies and relevant software programs is required, along with a strong capacity for teamwork and collaboration.
